Resumen
El presente documento está fundamentado en el interés del autor por describir, comparar y analizar los avances en materia social y económica de las regiones a partir de la implementación del Sistema General de Regalías. Recopila la normativa que ha venido regulando la distribución manejo e inversión de los ingresos a titulo de regalías desde el ya desaparecido Fondo Nacional de Regalías hasta el naciente sistema. Define claramente los roles, funciones y fines de cada uno de los componentes del nuevo sistema. Confronta la distribución de los recursos del antiguo sistema frente al actual, así como el impacto generado a la economía de las regiones productoras y no productoras de hidrocarburos. Resalta el desarrollo social de los rincones más apartados del país y la integridad regional de los municipios, distritos y departamentos. Concluye, con alternativas que posibiliten las vías al máximo aprovechamiento de los recursos del sistema.
This document is based on the author's interest to describe, compare and analyze the social and economic progress in terms of the regions from the implementation of the General System of Royalties. Collects the legislation has been regulating the distribution and investment management income by way of royalties from the now defunct National Royalties Fund to the emerging system. Clearly defines the roles, functions and purposes of each of the components of the new system. Confront the distribution of resources from the current old system and the impact caused to the economy of the producing regions and non-producing oil. Highlight the social development of the most remote corners of the country and the regional integrity of municipalities, districts and departments. Concludes with alternative routes that allow maximum utilization of system resources.
