Resumen
La Policía Nacional en el ejercicio de proteger y vigilar del bienestar y la seguridad, desempeña una labor de Vigilancia comunitaria en cada sector; con el fin de facilitar la convivencia y prosperidad de la comunidad. El presente artículo conceptualiza la pertinencia legal de las acciones que se realizan, con base en los registros realizadas por la Policía Nacional de Vigilancia Comunitaria por Cuadrantes (PNVCC); como un acto que genera distintas reacciones dentro del contexto de legalidad en su iniciativa y procedimiento; al solicitar documentos como la Licencia de Transito, el SOAT y el Diagnóstico Tecno-Mecánico. Se desarrolló una investigación descriptiva, la cual, proporcionó una evidencia concreta acerca de los interrogantes planteados de acuerdo a las variables que permiten caracterizar las prioridades en que se justifica que la Policía Nacional de Vigilancia puede solicitar dichos documentos en función a la Ley y el bienestar de la comunidad.
The National Police in the exercise of protecting and supervising welfare and security, performs a Community Surveillance work in each neighborhood; With the purpose of facilitating the coexistence and prosperity of the community. The present article conceptualizes the legal relevance of the actions that are carried out, based on the requisitions carried out by the National Police of Community Surveillance by Quadrants (PNVCC); as an act that generates different reactions within the co-legality in its initiative and procedure; when requesting documents such as the Transit License, the SOAT and the Techno-Mechanical Diagnostics. A descriptive investigation was developed, which provided concrete evidence about the questions raised according to the variables that allow to characterize the priorities in which it is justified that the National Police of Surveillance can request these documents in function of the Law and the welfare of the community.
