Resumen
El Impuesto Nacional al Consumo de Bolsas Plásticas, se implementó por parte del gobierno colombiano, con el objetivo de mitigar los efectos negativos ambientales evidenciados como consecuencia del consumo desmesurado de bolsas plásticas dentro del territorio nacional. En este sentido, el Congreso de la República, espera que con la inclusión de dicho tributo en la reforma tributaria estructural realizada a través de la Ley 1819 del 29 de diciembre de 2016, se genere un cambio inmediato en el comportamiento de los consumidores colombianos y se adopten nuevos hábitos de consumo amigables con el medio ambiente.
En concordancia con lo anterior, se identifica como potencial problemática, que desde el punto de vista ambiental, el cumplimiento de lo establecido por parte del gobierno nacional, se ve condicionado a un cambio radical en los hábitos de consumo de los ciudadanos colombianos, y como consecuencia de esto, se considera pertinente desarrollar el presente documento, con el objetivo principal de analizar sí el comportamiento de los consumidores en mención, es concordante con lo esperado por el congreso de la república en referencia a la creación del Impuesto al Consumo de Bolsas Plásticas de uso desechable. En relación a esto, la metodología utilizada en la elaboración del análisis propuesto, es de tipo cuantitativo y se lleva a cabo a través de cuatro fases: dos de tipo descriptivo, una de recolección de datos y por último una de conclusiones.
La fase descriptiva, se evidencia a través de los dos primeros apartados, denominados “Impuesto Nacional al Consumo de Bolsas Plásticas como Medida de Protección Ambiental en Colombia” y “Panorama Internacional y Nacional del Impuesto al consumo de Bolsas Plásticas” y se abarca con el objetivo específico de identificar el marco referencial del impuesto objeto de análisis. Por otra lado, la fase de recolección de datos, se relaciona a través de un tercer apartado designado “Encuesta Realizada a la Población Objeto de Estudio en el Municipio de Sogamoso” y consiste en la aplicación de una encuesta con la intención específica de obtener algunas evidencias del comportamiento adoptado por la ciudadanía colombiana en referencia a la implementación del Impuesto Nacional al Consumo de Bolsas Plásticas de uso desechable.
Finalmente, se desarrolla una última fase a través del cuarto apartado denominado “Conclusiones”, en donde se incluyen los hallazgos evidenciados y se proponen nuevas alternativas de investigación, con el propósito específico de contribuir en la solución de la Problemática abordada.
Ahora bien, luego de realizar el análisis propuesto, se concluye que la implementación del impuesto relacionado, afecta directamente la económica de la ciudadanía colombiana, y se evidencia, una notable tendencia por parte de los consumidores, de asumir el pago del mismo. Por lo tanto, se considera pertinente que el gobierno nacional establezca nuevas medidas que no dependan directamente del comportamiento positivo del consumidor para alcanzar su objetivo ambiental y se sugiere la prohibición total de bolsas plásticas de uso desechable dentro del territorio nacional con el único fin de satisfacer las necesidades ambientales ocasionadas por el constante aumento de desechos plásticos.
The National Tax on the Consumption of Plastic Bags was implemented by the Colombian government in order to mitigate the negative environmental effects evidenced as a consequence of the excessive consumption of plastic bags within the national territory. In this sense, the Congress of the Republic hopes that with the inclusion of this tax in the structural tax reform made through Law 1819 of December 29, 2016, will generate an immediate change in the behavior of Colombian consumers and adopt new consumer habits that are friendly to the environment.In accordance with the above, it is identified as a potential problem, which from the environmental point of view, compliance with what is established by the national government, is conditioned by a radical change in the consumption habits of Colombian citizens, and As a consequence, it is considered relevant to develop this document, with the main objective of analyzing the behavior of the consumers mentioned, is in line with what was expected by the Congress of the Republic in reference to the creation of the Consumption Tax of Plastic Bags of disposable use. In this regard, the methodology used in the elaboration of the proposed analysis is of quantitative type and is carried out through four phases: two descriptive, one data collection and finally one of conclusions.The descriptive phase is evidenced through the first two sections, called "National Tax on the Consumption of Plastic Bags as a Measure of Environmental Protection in Colombia" and "International and National Panorama of the Tax on the Consumption of Plastic Bags" and is covered with the specific objective of identifying the referential framework of the tax under analysis. On the other hand, the phase of data collection is related through a third section called "Survey on the Study Population in the Municipality of Sogamoso" and consists of the application of a survey with the specific intention of obtaining some evidences of the behavior adopted by the Colombian citizenship in reference to the implementation of the National Tax to the Consumption of Plastic Bags of disposable use. Finally, a final phase is developed through the fourth section called "Conclusions", which includes the evidenced findings and proposes new research alternatives, with the specific purpose of contributing to the solution of the problem addressed. However, after carrying out the proposed analysis, it is concluded that the implementation of the related tax, directly affects the economic of the Colombian citizens, and there is evidence, a notable tendency on the part of the consumers, to assume the payment of the same. Therefore, it is considered relevant that the national government establishes new measures that do not depend directly on the positive behavior of the consumer to reach its environmental objective and suggests a total ban on disposable plastic bags within the national territory for the sole purpose of satisfying the environmental needs caused by the constant increase of plastic waste.
