In the framework of the development of forestry economy and protection of the natural base of the country, seven (7) forestry reserves were established in Colombia through Law 2 of 1959, which sought to promote the economic progress of the nation in accordance with to the forest aptitude of the national soils, without compromising the natural patrimony with which it was counted.
Based on this route, it was defined that if for different projects of public utility and social interest it is necessary to carry out activities that involve forest removal or land use change, the area must be previously removed from the Reserve.
Based on the foregoing, in the framework of the conservation of the nation's natural heritage, in the processes in which the theft of areas from the reserve is viable, compensation processes were established as an obligation.
In this regard, it was determined for the Central Forest Reserve through geographic information systems tools and similar consultation methods, how many abductions are presented, the obligations established and the level of compliance with them. Finding that only 15% of the processes of subtraction of reserve present the fulfillment of the compensation, evidencing the patrimonial detriment of the natural base of the nation.
Thus, the possible solution to this problem was raised through different strategies, generating possible solutions for the fulfillment of the obligations established in compensation for processes of subtraction of Forest Reserves of Law 2nd of 1959
