Resumen
El departamento de la Guajira, el segundo más pobre de Colombia después del Choco ha tenido que vivir una de las crisis alimentarias más preocupantes de todo el territorio nacional; los índices de desnutrición son aberrantes y aunque se han desarrollado diferentes mecanismos para combatirla lo cierto es que no han logrado superar este grave fenómeno que afecta mayormente a la primera infancia en el departamento.
Uno de los municipios más afectados es Riohacha, capital del departamento y objeto de estudio del presente trabajo de grado, además de ello son los niños de 0 a 5 años quienes resultan ser los más perjudicados ya que vale la pena recordar que los problemas alimenticios que inician desde esta etapa de la vida impiden el desarrollo físico y mental de manera adecuada por lo que esta situación no solamente los afecta al inicio de su vida sino que se convierte en un problema para el resto de la misma. Esto, para quienes logran sobrevivir al flagelo de la desnutrición en cualquiera de sus grados, ya que algunos de estos niños fallecen en el intento.
Para mejorar la calidad de vida de los menores y trabajar para reducir tanto las muertes como la presencia de desnutrición en la primera infancia, desde hace 9 años se creó la Comisión Intersectorial de Seguridad Alimentaria la cual mediante la Política Nacional de Seguridad Alimentaria y Nutricional busca apaciguar esta problemática. Los esfuerzos han sido encabezados desde el gobierno nacional, pasando por gobiernos departamentales y finalmente municipales. De acuerdo a esto, específicamente en la Guajira se desarrollaron planes de seguridad alimentaria, uno de ellos el Plan de Seguridad Alimentaria y Nutricional “Guajira sin Jamushiri 2008-2011”, que, aunque inicialmente se plantearon muchos objetivos algunos de ellos no se lograron cumplir a cabalidad, entre otras cosas por falencias en la gestión de recursos públicos que no permitieron el cumplimiento de las fases que se incluyeron en el Plan.
El presente documento está desarrollado en tres capítulos, el primero de ellos busca brindar al lector una caracterización del Plan para que conozca de manera más cercana el desarrollo del Plan, el segundo capítulo brinda la perspectiva de los actores en la implementación del programa, en este además se pueden encontrar partes de las entrevistas realizadas directamente por medio de un trabajo de campo a diferentes personas encargadas de la implementación del Plan y sus perspectivas del mismo y por último el tercer capítulo donde se realizó una evaluación del programa a la luz de las teorías del Estado, las teorías de Políticas Públicas, Objetivos de Desarrollo del Milenio y Convención de los Derechos del Niño.
The department of La Guajira, the second poorest of Colombia after Choco has had to live through one of the most worrisome food crises in the entire national territory; malnutrition rates are aberrant and although different mechanisms have been developed to combat it, it is certain that they have not been able to overcome this serious phenomenon that mainly affects early childhood in the department.
One of the most affected municipalities is Riohacha, capital of the department and object of study of the present work of degree, besides it is the children from 0 to 5 years who happen to be the most harmed since it is worth remembering that the food problems that initiate from this stage of life prevent physical and mental development adequately so this situation not only affects them at the beginning of their life but it becomes a problem for the rest of it. This, for those who manage to survive the scourge of malnutrition in any of its grades, since some of these children die in the attempt.
To improve the quality of life of children and work to reduce both deaths and the presence of malnutrition in early childhood, for the past 9 years the Intersectorial Committee on Food Security was created, which through the National Food and Nutrition Security Policy seeks appease this problem. The efforts have been led from the national government, going through departmental and finally municipal governments. According to this, specifically in La Guajira food security plans were developed, one of them the Food and Nutritional Security Plan "Guajira sin Jamushiri 2008-2011", which, although initially many objectives were raised, some of them were not achieved fully, among other things due to shortcomings in the management of public resources that did not allow compliance with the phases that were included in the Plan.
This document is developed in three chapters, the first of which seeks to provide the reader with a characterization of the Plan so that he or she knows more about the development of the Plan, the second chapter provides the perspective of the actors in the implementation of the program, in this You can also find parts of the interviews carried out directly through a fieldwork to different people in charge of the implementation of the Plan and its perspectives and finally the third chapter where an evaluation of the program was made in the light of the theories of the State, the theories of Public Policies, Millennium Development Goals and the Convention on the Rights of the Child.
