Resumen
Los autores del estudio Bogotá – Cundinamarca: Hacia un cambio en el esquema de participación tributaria, Javier Alberto Gutiérrez y Carol Rodríguez , argumentan que existe un desequilibrio en contra del Distrito Capital en la participación que recibe de las rentas que comparte con el Departamento de Cundinamarca, por ser aquella la Capital del Departamento, pero a su vez la Capital del País. Argumentan los autores que el hecho que Cundinamarca reciba la participación del impuesto de registro de la actividad generada en Bogotá siempre le va a permitir un buen desempeño fiscal considerando que en la Capital se genera y se recauda una alta proporción de los ingresos tributarios de Cundinamarca.
El presente documento analiza la participación de la renta compartida, Impuesto de Registro o Anotación, entre el Distrito Capital y el Departamento de Cundinamarca, presentando la historia de la asignación de los tributos al municipio Cundinamarqués de Bogotá, cuando se convierte en Distrito Capital; y la relevancia que tiene el recaudo del impuesto de registro para las rentas del Departamento de Cundinamarca.
Adicionalmente se analiza la región Bogotá-Cundinamarca, como un esquema asociativo de hecho, que representa el mayor potencial de Latinoamérica.
Según la Cámara de Comercio de Bogotá, en El Balance de la Economía de la Región Bogotá-Cundinamarca en el 2016, desarrollado por la Dirección de Gestión de Conocimiento de la Cámara de Comercio, Producción Editorial 2017, Bogotá se ha consolidado en Colombia como el mercado más grande y atractivo para la actividad productiva y ha logrado avances importantes como una de las ciudades más atractivas de América Latina, este hecho diferenciador debe permitir el desarrollo y atención de necesidades conjuntas con la participación de las rentas compartidas.
The authors of the study Bogotá -Cundinamarca: Towards a change in the scheme of tax participation, Javier Alberto Gutiérrez and Carol Rodríguez , argue that there is an imbalance against the Capital District, in the share it receives from the income it shares with the Department of Cundinamarca, for being that the Capital of the Department, but at the same time the Capital of the Country. The authors argue that the fact that Cundinamarca receives the participation tax from the registration of the activity generated in Bogota will always allow it a good fiscal performance considering that in the Capital a high proportion of the tax revenues of Cundinamarca generated and collected.
This document analyzes the participation of one of the shared rents between the Capital District and the Department of Cundinamarca, presenting the history of the allocation of taxes to the Cundinamarca municipality of Bogotá when it becomes a Capital District; and the relevance of collecting the registration tax for the income of the Department of Cundinamarca.
Additionally, the Bogotá-Cundinamarca region is analyzed, as a facto associative scheme that represents the greatest potential of Latin America; According to the Chamber of Commerce of Bogotá, in the Balance sheet of the economy of the Bogotá-Cundinamarca region in 2016, Bogotá has consolidated in Colombia as the largest and most attractive market for productive activity and has made important advances as one of the most attractive cities in Latin America.
