Resumen
El humedal Capellanía es uno de los humedales de la ciudad de Bogotá que más ha sido impactado por el crecimiento urbano, llegando a perder cerca del 96% de su espejo de agua en menos de 50 años. El aumento de construcciones de vivienda y obras de infraestructura vial han afectado la dinámica natural de este ecosistema, llevándolo a una pérdida de biodiversidad y de zonas de amortiguamiento, entre otros servicios ambientales ofrecidos por el humedal.
A través de una revisión bibliográfica y de un acercamiento realizado con diferentes partes interesadas en la conservación del humedal, se expone en el presente artículo cómo se ha afectado el humedal Capellanía por la construcción de avenidas como la línea del ferrocarril, El Dorado, Avenida 13, La Esperanza y a futuro por la construcción de la Avenida Longitudinal de Occidente (ALO), las cuales han fragmentado el humedal, cortando su conexión con el río Fucha, el cual era su mayor aportante de agua.
Así mismo, se realiza una revisión de los planes de manejo de los años 1999 y 2008, este último fue decretado para adopción solo hasta el año 2017, demostrando esto la falta de gestión de las entidades gubernamentales para dar celeridad a estos asuntos tan importantes. Por otro lado, se observa que la participación de la comunidad y de organizaciones no gubernamentales ha sido vital para la recuperación del humedal que se ha venido observando en los últimos años, pero cuyos avances podrían llegar a ser infructuosos si obras como la ALO se llegan a ejecutar sin las modificaciones necesarias para garantizar la conservación del humedal.
The Capellanía wetland is one of the wetlands of the City of Bogotá that has been most impacted by urban growth, losing close to 96% of its water mirror in less than 50 years. The increase in housing constructions and road infrastructure works have affected the natural dynamics of this ecosystem, leading to a loss of biodiversity and buffer zones, among other environmental services offered by the wetland.
Through a literature review and an approach made with different stakeholders in the conservation of the wetland, this article explains how the Capellanía wetland has been affected by the construction of avenues such as the railroad line, El Dorado, 13th Avenue, La Esperanza and in the future by the construction of the Longitudinal Avenue of the West (ALO), which have fragmented the wetland, cutting off its connection with the Fucha river, which was its main source of water.
Likewise, a revision of the management plans of the years 1999 and 2008 is carried out, the latter was decreed for adoption only until the year, demonstrating the lack of management of the governmental entities to give speed to these important matters. On the other hand, it is observed that the participation of the community and non-governmental organizations has been vital for the recovery of the wetland that has been observed in recent years, but whose progress could be unsuccessful if works such as the ALO are to be carried out without the necessary modifications to guarantee the conservation of the wetland.
