Resumen
En Colombia, durante los últimos años ha existido una pugna de intereses frente al tratamiento de los actores del conflicto armado, lo que ha situado a cada actor en un papel y reconocimiento diferente. Por ejemplo, las Fuerzas Militares son concebidas como el soporte de libertad, en ejercicio del mandato constitucional; a diferencia de los grupos militares armados al margen de la ley, que reciben el reconocimiento político y la institucionalización del concepto de conflicto armado, lo que además le otorga legitimidad después de la firma del proceso de paz.
Por este motivo, las organizaciones de acompañamiento en el proceso de paz (MAPP/OEA) tienen un tratamiento diferente respecto al papel que ocupan las Fuerzas Militares en un proceso de justicia, verdad y reparación, más aún con respecto a las víctimas militares de los grupos armados al margen de la ley. Esta situación, hace necesario construir a través del presente documento, una identificación de las variables que utilizan dichas organizaciones para realizar la labor psicosocial con las Fuerzas Militares y su victimización, como actores directos del conflicto durante las últimas cinco décadas.
El departamento de Antioquia tiene el número más elevado de víctimas de “mina antipersonal”, en todo el territorio colombiano. Los municipios que resaltan según Caracol (2017) en los testimonios de diferentes actores armados implicados son: Dabeiba, Ituango, Tarazá y Cáceres; sin embargo, el municipio de Tazará es el mayor afectado. Siendo así, es indudable la necesidad de reconocer el rol que cumple el Ejército Nacional como constructor, labrador y posibilitador de cimentación de la paz, pero también de crear una conciencia colectiva que les otorgue el papel de víctimas del conflicto armado a quien, según sus condiciones, lo merezca.
In Colombia, during the last few years there has been a conflict of interests over the treatment of the actors of the armed conflict, which has placed each actor in a different role and recognition. For example, the Military Forces are conceived as the support of freedom, in the exercise of the constitutional mandate; unlike armed groups outside the law, who receive political recognition and institutionalization of the concept of armed conflict, which also gives it legitimacy after the signing of the peace process.
For this reason, the organizations accompanying the peace process (MAPP / OAS) have a different treatment regarding the role of the Armed Forces in a process of justice, truth and reparation, even more so with regard to the military victims of the armed forces. armed groups outside the law. This situation makes it necessary to build, through this document, an identification of the variables that these organizations use to carry out the psychosocial work with the Military Forces and their victimization, as direct actors of the conflict during the last five decades.
The department of Antioquia has the highest number of victims of "antipersonnel mine", in the whole Colombian territory. Thus, the need to recognize the role of the National Army as a builder, farmer and enabler of peace, but also to create a collective conscience that gives them the role of victims of the armed conflict who, according to their conditions, it deserves it.
