Resumen
La infraestructura vial es uno de los sectores con mayor importancia en Colombia debido al desarrollo económico y social que le aporta al país, por lo tanto, en el 2008 se dio inicio a un sistema conocido como “SINC” donde las diferentes entidades deben reportar el estado, extensión, ubicación y demás condiciones de su red vial. El presente trabajo de grado evaluó las dificultades que presentan las entidades territoriales para realizar el correspondiente inventario de sus carreteras, y por esta razón, se desarrolló una metodología mediante un registro realizado en Nemocón – Cundinamarca, con la cual los municipios puedan realizar el levantamiento topográfico de sus vías y la consolidación de una base de datos de manera ágil y sencilla. Por otro lado, se sugirió realizar el análisis del comportamiento pluviométrico de la zona en cuestión para considerar la capacidad de las obras de drenaje vial, a pesar de que estas estructuras hidráulicas no se evidencien frecuentemente en las vías terciarias del país. En conclusión, la estrategia planteada pretende brindar a los municipios de Colombia una práctica eficiente y económica, para que puedan dar cumplimiento a los requerimientos exigidos por el Ministerio de Transporte, y, así mismo, estandarizar y sistematizar la información de oferta y demanda de su red vial, de tal modo que facilite la toma de decisiones en cuanto a inversión e intervención.
Road infrastructure is one of the most important sectors in Colombia due to the economic and social development it brings to the country, therefore, in 2008 a system known as "SINC" was launched, where the different entities must report the state, extension, location and other conditions of its road network. The present work of degree evaluated the difficulties that the territorial entities present to realize the corresponding inventory of their highways, and for this reason, a methodology was developed by means of a registry realized in “Nemocón – Cundinamarca”, with which the municipalities can realize the topographic survey of its routes and the consolidation of a database in an agile and simple way. On the other hand, it was suggested to carry out the analysis of the pluviometry behavior of the area in question to consider the capacity of the road drainage elements, even though these hydraulic structures are not frequently evident in the tertiary roads of the country. In conclusion, the proposed strategy aims to provide the municipalities of Colombia with an efficient and economical practice, so that they can comply with the requirements demanded by the Ministry of Transportation, and, likewise, standardize and systematize the supply and demand information of their road network, in such a way that it facilitates decision-making regarding investment and intervention.
