Resumen
Las repercusiones operacionales y humanitarias que ocasionaría la fumigación con drones en la zona de frontera Colombo-Ecuatoriana, debe analizarse desde la realidad actual que enfrenta nuestro país sin dejar de lado los inconvenientes diplomáticos que tuvo en el pasado tras la implementación de fumigación de cultivos ilícitos que le ocasionó un desgaste significativo en las relaciones bilaterales de ambos países, mismas, que tienen unos antecedentes de cordialidad y cooperación durante la mayor parte de su existencia como repúblicas independientes,
Lo anterior entrelaza las relaciones existentes y trae a coalción los acuerdos para contrarrestar el fenómeno del narcotráfico, lo cual determina causas y consecuencias, así como también ciertas anomalías debido a tal procedimiento, el cual, al ser visto desde varios puntos de vista, tiende a ser perjudicial para los intereses humanos, ambientales, diplomáticos en contraposición a los intereses militares y de acuerdos multilaterales con países terceros como los Estados Unidos de América en el caso concreto del Plan Colombia.
Para ejecutar tal estudio se inició desde un enfoque cuantitativo y descriptivo, así como también se utilizó la revisión bibliográfica en artículos de investigación y revistas especializadas, dando lugar a teorías, explicaciones sobre el tema tratado y los fundamentos específicos sobre la factibilidad o no del uso de drones. Finalmente, se pudo percibir que las repercusiones son mayores a los beneficios que pueda conllevar la utilización de drones para combatir el flagelo del narcotráfico en áreas de frontera, por lo cual se considera factible reconsiderar su uso a beneficio de intereses fundamentales que se relacionan con la defensa de los derechos humanos, ambientales y el mejoramiento sustancial de las relaciones diplomáticas.
The operational and humanitarian repercussions that drone fumigation would cause in the Colombo-Ecuadorian border area must be analyzed from the current reality facing our country without neglecting the diplomatic inconveniences that it had in the past after the implementation of illegal crop spraying which caused significant wear and tear in the bilateral relations of both countries, which have a history of cordiality and cooperation during most of their existence as independent republics,
The above intertwines existing relationships and brings to coalition agreements to counteract the phenomenon of drug trafficking, which determines causes and consequences, as well as certain anomalies due to such a procedure, which when viewed from various points of view, tends to be harmful to human, environmental, diplomatic interests as opposed to military interests and multilateral agreements with third countries such as the United States of America in the specific case of Plan Colombia.
To execute such a study, it was started from a quantitative and descriptive approach, as well as the bibliographic review was used in research articles and specialized journals, giving rise to theories, explanations on the subject treated and the specific foundations on the feasibility or not of the use of drones Finally, it was possible to perceive that the repercussions are greater than the benefits that the use of drones can bring to combat the scourge of drug trafficking in border areas, for which reason it is considered feasible to reconsider its use for the benefit of fundamental interests related to the defense of human rights, environmental and substantial improvement of diplomatic relation.
