Abstract
What role do the micro-powers play in the facts of the international system? If the micropowers are took exclusively as a game in the internal politics, it has lost a theoretical frame of great conceptual importance. Without place to doubts, the macro-powers that are in the international system, will be determined by smaller relationships of powers that in an undetermined articulation, they will be able to create structures and institutions that will respond to some specifi c speeches, those which will be product of an ideology whose minimum component is the ideas and the communication among them. This net of the human relationships will give as consequence mega structures in the international system: countries, organizations and empires. To study and to understand the linguistic force that is given in the international relations as practice, will allow opening new theoretical fi elds for the international relations as science
