The pre-investment is the first phase of project cycle and is where the project take’s its path. It has two sub-phases, the first is “Identifying”, in this phase we recognize the problem(s) and establish objectives; during the second phase, “Formulation”, we analyze and check the qualitative as well as the quantitative information to decide the viability project feasibility. For that end, it uses the phases C1 (Driver of innovation) and C2 (Proposal of innovation), model EMOI, phase “M” (Methplanification) of MPDCA methodology, 5 tools of W2H3 methodology, the Metaplan form of the Affinity Diagram from Design Thinking and finally the Demand profile and Value map of innovation. These are useful so we can focus on the client’s needs (project benefactor) and the user that uses the good or service. Therefore, they are tools and methodologies for the gathering of qualitative information over quantitative.
