Resumen
La gerencia de proyectos en obras de infraestructura vial no se ha tenido en cuenta a lo largo de los años en el territorio colombiano; no es nuevo ver en noticias comunicados, de vías a medio terminar o que fallan con tan solo meses de inauguración esto es consecuencia de una mala ejecución de las obras. Gerentes de proyectos en líos legales e incluso derrumbes y rupturas, en estructuras que no solo ponen en riesgo todo el proyecto, también vidas humanas de trabajadores y usuarios. El monitoreo que se le hace a estas obras es casi nulo, no hay mecanismos que controlen materiales, procesos, tiempos de ejecución o costos. Por esto mismo las obras no tienen un cierre satisfactorio y no pueden ser entregadas a las comunidades que en lugar de verse beneficiadas, tendrán que esperar a que un mejor y nuevo proyecto solucione sus problemas de transporte; la pretensión de este ensayo es dar cuenta de esta situación.
The management of projects in road infrastructure works has not been taken into account throughout the years in the Colombian territory; It is not new to see in the news reports, roads that are half finished or that fail with only months of inauguration, this is a consequence of a poor execution of the works. Project managers in legal trouble and even collapses and ruptures, in structures that not only put the entire project at risk, but also human lives of workers and users. The monitoring that is done to these works is almost nil, there are no mechanisms that control materials, processes, execution times or costs. For this reason, the works do not have a satisfactory closure and cannot be delivered to the communities that instead of benefiting, will have to wait for a better and new project to solve their transportation problems; the aim of this essay is to account for this situation.
