Resumen
Dada la importancia de los recursos hídricos en Colombia, se han implementado diferentes Sistemas del Tratamiento de Aguas Residuales (STAR) para mejorar el vertimiento a fuentes hídricas naturales. Para ello, se han generado normas que regulan dichos sistemas y vertimientos, las cuales no han sido implementadas de manera rigurosa, ya que se ha evidenciado el bajo tratamiento de aguas residuales en las principales ciudades del país. Teniendo en cuenta esta realidad, surgió la pregunta de cuáles son los factores que han limitado la implementación de STAR en el país. Para ello se realizó la presente investigación desde un enfoque de componentes legales, económicos y técnicos. Se encontraron deficiencias en las normas establecidas para los vertimientos. Se evidenció una disposición de recursos económicos para la implementación de dichos sistemas; no obstante, también se evidenciaron fallas en los sistemas seleccionados y su baja eficiencia. Para verificar la eficiencia del tratamiento de aguas residuales, se relaciona información del incremento poblacional con las cargas contaminantes vertidas, con lo cual se encontró que el sector industrial ha aumentado su aporte en dichas cargas. Es claro que pese el aumento gradual de los rubros destinados al mejoramiento del agua potable y saneamiento básico, año tras año se incrementa el volumen de carga vertida. Se concluye que los factores que limitan la correcta implementación de STAR son principalmente de tipo técnico, pues los sistemas seleccionados no son mejores con relación al costo beneficio.
Given the importance of water resources in Colombia, different Wastewater Treatment Systems (STAR) have been implemented to improve discharge to natural water sources. For this, norms have been generated that regulate said systems and discharges, which have not been rigorously implemented, since there has been evidence of low wastewater treatment in the main cities of the country. Taking this reality into account, the question arose as to what are the factors that have limited the implementation of STAR in the country. For this, the present investigation was carried out from a legal, economic and technical components approach. Deficiencies were found in the standards established for discharges. There was evidence of a provision of economic resources for the implementation of said systems; however, failures in the selected systems and their low efficiency were also evidenced. To verify the efficiency of wastewater treatment, information on the population increase is related to the polluting loads discharged, with which it was found that the industrial sector has increased its contribution to said loads. It is clear that despite the gradual increase in the items destined to improve drinking water and basic sanitation, year after year the volume of discharged cargo increases. It is concluded that the factors that limit the correct implementation of STAR are mainly technical, since the selected systems are not better in relation to cost benefit.
