Resumen
Partiendo de la idea de mejorar la seguridad del comercio internacional y con el fin de demostrar
la importancia de garantizar la protección y prevención de las infraestructuras críticas, se llevan a
cabo esquemas de seguridad dinámicos que permiten trabajar de manera conjunta con todas las
partes interesadas. Para el tema puntual de Colombia, y tras realizar una verificación a la
normatividad vigente en temas de seguridad y defensa nacional, se evidencian falencias normativas
por las que se han identificado y protegido estructuras críticas portuarias en Colombia a pesar de
la problemática de seguridad y conflicto interno por la que atraviesa el país hace más de cincuenta
años.
El constante crecimiento de alianzas estratégicas como los tratados de libre comercio llevan a
Colombia a garantizar la protección de infraestructuras críticas portuarias, por esta razón el presente ensayo tiene como fin realizar un análisis a la norma internacional BASC1 para la
protección de infraestructuras críticas de la cadena de suministro del comercio internacional. En
concordancia, este documento se centrará en el estudio de las principales infraestructuras críticas
portuarias del país, indispensables para garantizar el comercio internacional seguro, y que a su vez
previenen las afectaciones por temas de narcotráfico, terrorismo, contrabando y lavado de activos.
Proceeding from the idea of improving the security of international trade, in order to highlight
the importance of ensuring the protection and prevention of critical infrastructures, dynamic
security schemes are put in place to work together with all stakeholders. On the specific issue of
Colombia, and following a review of current legislation on matters of national security and
defense, there are normative shortcomings that make it possible to identify and protect critical
structures in Colombia despite the problems of security and internal conflict that the country has
been going through for more than 50 years.
The constant growth of strategic alliances such as free trade agreements lead Colombia to
guarantee the protection of critical integral infrastructures, for this reason this test aims to integrate
the international BASC standard for the protection of critical infrastructure in the supply chain of
international trade. In this regard, the present document focuses on the study of the country’s
critical port infrastructure, which is essential to ensuring safe international trade, preventing drug
trafficking from affecting the country, terrorism, smuggling and money laundering.
