Resumen
Para poder llevar a cabo la construcción de una edificación en la ciudad de Bogotá, Colombia, es necesario contar con una licencia de construcción, la cual nos brindará los lineamientos, planos arquitectónicos, diseños estructurales y el cómo se debe llevar a cabo el proceso constructivo del proyecto. Esta anuencia es de carácter obligatorio. Por lo tanto, realizar construcciones sin los debidos permisos, acarrea multas millonarias y genera reprocesos en el desarrollo de las obras. Dicha licencia se obtiene en una entidad gubernamental denominada Curaduría Urbana. Reducir los índices de construcciones ilegales en la ciudad, es uno de los principales enfoques que tiene la alcaldía, por lo tanto, lograr identificar en qué grado esta entidad gubernamental impacta en las métricas de dichas construcciones, se vuelve imperante. Mediante una recopilación de información necesaria como el número de PQRS de las curadurías urbanas, además de la realización de un cuestionario semi-estructurado a expertos sobre el fenómeno a tratar, se analiza la información mediante una operacionalización de las variables y se sistematiza mediante el uso del software atlas ti. Las principales características encontradas luego del estudio realizado demuestran que la funcionalidad de la curaduría urbana no tiene un impacto significativo en las construcciones ilegales en la ciudad de Bogotá, Colombia. El fenómeno se relaciona principalmente con el desconocimiento de las normas y problemas con los Planes de Ordenamiento Territorial de la ciudad, entre otros.
In order to carry out the construction of a building in the city of Bogotá, Colombia, it is necessary to have a construction license, which will provide us with the guidelines, architectural plans, structural designs and how the construction process of the project should be carried out. This consent is mandatory. Therefore, carrying out constructions without the proper license, carries millionaire fines and generates reprocessing in the development of the construction. This license is obtained from a government entity called Curaduría urbana. Reducing the rates of illegal constructions in the city is one of the main approaches that the mayor's office has, therefore, managing to identify to what degree this government entity impacts on the metrics of said constructions, becomes prevalent. Through a compilation of necessary information such as the number of Petitions, Complaints and Claims of the curadurías urbanas, in addition to the completion of a semi-structured survey to experts on the phenomenon to be treated, the information is analyzed by means of an operationalization of the variables and it is systematized through the use of a software called atlas.ti. The main characteristics found after the study carried out show that the functionality of the Curadurías urbanas does not have a significant impact on illegal constructions in the city of Bogotá, Colombia. The phenomenon is mainly related to ignorance of the regulations and problems with the city's Land Use Plans, among others.
