Resumen
La Política Integral de Seguridad y Defensa para la Prosperidad (PISDP) es la apuesta del gobierno del Presidente Juan Manuel Santos para que Colombia refuerce y fortalezca su Seguridad y Defensa Nacional. Dicha política se planifica en cumplir un objetivo nacional que a la vez imparte en el Sector de la Defensa un propósito común que cuando llega a todas las instituciones que lo componen, se ramifica en objetivos sectoriales. Empero la consecución de estos sólo se logra cuando se circunscriben a unos elementos habilitadores denominados “pilares”. En ese sentido los pilares son la base para la consolidación de la PISDP.
En este sentido, se ha iniciado desde hace algunos años los diálogos de Paz con las guerrillas de las Farc en la Habana, acercamientos que han llevado a replantear la institucionalidad de algunas organizaciones del Estado, como es el caso de las Fuerzas Armadas. Entre tanto, se inicia el análisis frente a cuál sería el nuevo rol y papel que las Fuerzas Armadas desde el contexto social deberían asumir. Así como, cuál es la posición y respuesta de los miembros activos y retirados de las mimas, quienes son los llamados a replantear dicha reestructuración acorde con los acuerdos que se hagan en la mesa de negociaciones.
Es así, que el análisis realizado en este ensayo recoge algunas posiciones de los altos mandos, quienes desde su sentir y pensamiento de soldados ponen de manifiesto la posición de las Fuerzas Militares en el proceso de postconflicto. Además, se revisa de igual forma la posición de la sociedad misma que dista de creer que la solución del conflicto se base exclusivamente en los acuerdo de la Habana, pues es claro que este será un primer paso y que de allí se deberá asumir todo un cambio social, institucional, económico que apoye el verdadero proceso de paz que finalmente solo se realizara en el corazón de las regiones y localidades más afectadas por el conflicto armado.
The Integral policy of security and Defense for prosperity (PISDP) is the commitment of the Government of President Juan Manuel Santos to Colombia to reinforce and strengthen its security and national defence. The policy is planned to meet a national goal that at the same time taught in the defence Sector a common purpose that when it comes to all the institutions that comprise it, branches in sectoral objectives. However, the attainment of these is only achieved when they are limited to a few enablers elements called 'pillars'. In that sense, the pillars are the basis for the consolidation of the PISDP. In this sense, has started some years of peace dialogues with the guerrillas of the Farc in Havana, approaches that have led to rethink some organizations of the State institutions, as it is the case of the armed forces. In the meantime, the analysis starts against what would be the new role and role that the armed forces from the social context should take. As well as, what is the position and response of the active and retired members of the same, those who are called to rethink such restructuring in accordance with the agreements that are made at the negotiating table. It is thus, that the analysis made in this essay collects some positions of the commanders, who, from their feeling and thinking of soldiers, highlight the position of the armed forces in the process of post-conflict. In addition, review similarly position of the same society that is far from believing that the solution of the conflict is based exclusively on agreements of Havana, it is clear that this will be a first step and that there must assume all social, institutional and economic change that supports the true peace process that finally only be held in the heart of the regions and towns most affected by the armed conflict.
