| dc.description.abstract | La aparición de la tecnología electrónica permite hoy en día introducir cambios fuertes en la conducción de procesos electorales. La biometría electoral va de la mano a la implementación del mecanismo de voto electrónico la cual consiste en identificar o autenticar plenamente al elector que se acerca con un documento de identidad a votar, evitando las posibles suplantaciones de votantes, porque la autenticación se realiza mediante el cotejo de la huella dactilar y la información que hay en la cédula de ciudadanía, además se confronta con la información dactilar del ciudadano que reposa en los archivos de la Registraduría Nacional del Estado Civil. Este Ensayo tiene como objetivo Identificar el efecto en el presupuesto General de la Nación, la implementación del Voto Electrónico en Colombia, con base en las ultimas elecciones efectuadas en Colombia en el año 2010, las cuales para congreso costaron $193,747,250,451, valor que se incrementa si se hubieran realizado bajo el mecanismo de voto electrónico a $435,361,434,512. Los $193,747,250,451 es fuente de la Registraduría Nacional del Estado Civil, y $435,361,434,512 son cálculos del presente documento, tomando como base la información del Observatorio Electoral Latinoamericano, que estima el costo de implementación del voto electrónico en US$ 5 por voto. Si en cada maquina de votación tiene capacidad de atención de 400 votantes, nos resulta US$ 2,000 por maquina y para cubrir a los 30.000.000 de sufragantes del territorio colombiano necesitaríamos 75.000 maquinas. Lo anterior nos lleva a concluir, que a pesar de la reducción en gastos de personal del preconteo habitual y la digitalización de los distintos resultados electorales y en los gastos Generales como materiales, suministros e impresos, tarjetones, urnas de cartón, formularios de elaboración manual por los jurados y otros, el costo de la implementación es muy alto y el impacto en el presupuesto de la Nación lógicamente es Negativo. | spa |
