Resumen
El presente ensayo es el resultado de una investigación sobre el impacto que ha tenido en los últimos cinco años las medidas adoptadas por el Gobierno Nacional para frenar el alto costo de los medicamentos en Colombia. Se ha seleccionado este tema teniendo en cuenta la situación que vive el país desde hace ya varios años y es lamentable saber que muchas personas no pueden adquirir sus medicamentos de forma oportuna debido al alto precio de los mismos. La salud en Colombia se ha convertido en un negocio, tanto para los laboratorios farmacéuticos, así como para distribuidores y la larga cadena que pasan los medicamentos hasta llegar a los usuarios, personas enfermas que lo único que esperan es recibir un alivio, pero desafortunadamente muchas veces este alivio no llega y muchos pacientes mueren simplemente por no tener las grandes sumas de dinero que cuesta su tratamiento, el Gobierno Nacional de Colombia en las últimos cinco años ha implementado medidas para mitigar este impacto negativo que han tenido los altos precios de los medicamentos, tanto en los pacientes del comun, como en el gasto publico, ya que los medicamentos que presentan precios altos en el mercado Colombiano son considerados como medicamentos NO POS, es decir, que no son cubiertos por el Plan
Obligatorio de Salud, lo que genera que las EPS, es decir, las Empresas Promotoras
de Salud, les nieguen el suministro a los pacientes que los requieran,quienes deben
recurir al instrumento juridico de la Tutela, para que sea un juez quien ordene a la EPS
el suministro de dicho medicamento , tiempo en el cual mientras ocurre el resultado de este tramite los pacientes pueden agravar o morir por el suministro extemporaneo del
respectivo medicamento, posteriormente las EPS efectuan el recobro del medicamento al Estado quien les paga por intermedio del FOSYGA.
This essay is the result of an investigation of the impact it has had in the last five years the measures taken by the Government to curb the high cost of drugs in Colombia . This topic has been selected taking into account the situation in the country for several years now and it is unfortunate to know that many people can not afford their medications in a timely manner due to the high price of them . Health in Colombia has become a business for both pharmaceutical companies as well as distributors and long chain passing drugs to reach people , sick people who only desire to get relief , but unfortunately many sometimes this relief does not arrive and many patients die simply for not having large sums of money it costs to treatment, the Government of Colombia in the last five years has implemented measures to mitigate the negative impact they have had high drug prices both patients common , and public spending , as the medicines with high prices in the Colombian market are considered drugs nO POS , ie , that are not covered by the Compulsory Health Plan , which generates the EPS ( Health Promoting Entities ) deny them the provision to patients in need who must recurir the Guardianship legal instrument , to have a judge order the EPS the supply of the drug , at which time pending the outcome of this case processed patients may aggravate or die for the belated supply of the respective drug, then the EPS effect the recovery of the drug to the State pays them through the FOSYGA .
