Los orígenes del Servicio de reclutamiento se confunden con el nacimiento de la nación, en 1819 el libertador Simón Bolívar, mediante la Ley Marcial del 28 de julio, convocó a las armas a todos los varones entre los 15 y los 40 años para que se presentaran en sus respectivos pueblos con el fin de consolidar la lucha emancipadora que culminó con la independencia de nuestra nación. El 28 de agosto de 1821 el Congreso de la República decretó la orden de conscripción de los ciudadanos para el servicio militar desde los 16 años hasta los 50 años. En 1923 teniendo en cuenta los artículos 165, 166 y 167 de la Constitución Nacional, el Congreso decretó la obligación del servicio militar para todos los ciudadanos entre 19 y 45 años, edad que fue modificada posteriormente. Para el año 1945 se promulga la Ley 1 del servicio de reclutamiento, reglamentada mediante decreto No. 2200 de 1946 y, por último, tenemos la Ley 48 de 1993, que rige el Servicio de Reclutamiento del Ejército Nacional de Colombia y fue reglamentado mediante el decreto 2048 del mismo año, el cual reglamenta el servicio de Reclutamiento y Movilización.
The origins of the Recruitment Service are confused with the birth of the nation, in 1819 the liberator Simón Bolívar, through the Martial Law of July 28, I summon all men between the ages of 15 and 40 to arms in their respective peoples in orer to consolidate the emancipatory struggle that culminated with the independence of our nation. The 28 of August of 1821 the congress of the republic decree the order of conscription of the citizens for the military service from the 16 years to the 50 years. In 1923, taking into account articles 165, 166 and 167 of the National Constitution, Congress decreed the obligation of military service for all citizens between 19 and 45 years old, which was later modified. For the year 1945 is enacted Law 1 of the recruitment service, regulated by Decree No. 2200 of 1946 and finally we have Law 48 of 1993, governs the Recruitment Service of the National Army of Colombia and is regulated by Decree 2048 of the same Year, which regulates the Recruitment and Mobilization service.
