Abstract
La inversión en Colombia en investigación, desarrollo e innovación, es baja, en comparación con países con un nivel de desarrollo similar, como México y Chile. Colombia todavía le sigue apostando al desarrollo de materias primas, como por ejemplo, el petróleo, que en última instancia es un recurso que tarde o temprano se podría agotar. El porcentaje de profesionales en Colombia con títulos de maestría y doctorado son todavía escasos, en comparación con los países anteriormente mencionados. La calidad de vida en Colombia es un término poco utilizado, ya que los extensos horarios laborales y el limitado acceso a la educación y a puestos de trabajo dignos, hacen impensable este tema. Es por estas razones, que es importante, apostarle a la búsqueda de soluciones y alternativas a las necesidades de la sociedad, a través del desarrollo y la innovación. El presente escrito, pretende establecer la importancia de incentivar la inversión por parte del sector empresarial en investigación más desarrollo más innovación , con un impacto social real y medible, identificando las oportunidades e incentivos que tienen las empresas, bajo la ley 1819 de 2016,(reforma tributaria) para invertir en estos temas tan importantes para la nación, incentivos que se materializan en beneficios tributarios, para aquellas empresas que buscando una solución a una necesidad o a una problemática para su empresa y para la sociedad, inviertan en investigación más desarrollo más innovación Es importante que estás propuestas lleguen y se materialicen también en las pequeñas y medianas empresas del país, en las cuales reside el mayor porcentaje de fuerza laboral. El reto es entonces poder alinear los intereses de la academia con el sector empresarial y el estado, donde éste último, juega un papel fundamental en la propiciación, de precisamente ese ambiente en donde se favorezca y se facilite al acceso a estos instrumentos de reducción de impuestos que lleven en último término a impulsar el desarrollo del país. El reto es también acompañar a las pequeñas y medianas empresas, para que puedan incorporar mano de obra calificada y puedan contar con los recursos necesarios para pensar en invertir en investigación más desarrollo más innovación.
Investment in research, development and innovation in Colombia is low compared to countries with a similar level of development, such as Mexico and Chile. Colombia still continues to bet on the development of raw materials, such as oil, which is ultimately a resource that sooner or later could be exhausted. The percentage of professionals in Colombia with master's and doctoral degrees are still scarce compared to the countries mentioned above. The phenomenon of "brain drain", that is, Colombians who, tired of seeking support to generate development and innovation in their country, migrate to other latitudes to develop their ideas, is more and more frequent. The quality of life in Colombia is a term that is rarely used, since the long working hours and limited access to education and decent jobs make this subject unthinkable. It is for these reasons, that it is important, to bet on the search for solutions and alternatives to the needs of society, through development and innovation. This paper aims to establish the importance of encouraging investment by the business sector in research plus development plus innovation (R + D + i), with a real and measurable social impact, identifying the opportunities and incentives that companies have, under The law 1819 of 2016, to invest in these issues so important for the nation, incentives that materialize in tax benefits, for those companies that seeking a solution to a need or a problem for their company and for society, invest in R & D + i. It is important that these proposals arrive and materialize also in the small and medium enterprises of the country, in which the largest percentage of labor force resides. The challenge is then to be able to align the interests of the academy with the business sector and the state, where the latter plays a fundamental role in the propitiation of precisely this environment where it is favored and facilitated to access these instruments of reduction of Taxes that ultimately lead to boost the country's development.
