Abstract
El conflicto armado colombiano ha dejado millones de víctimas desde su inicio hasta el día de hoy. Un plan de reparación integral ha venido forjándose en los últimos años, aunque el conflicto no termina, el gobierno ha decidido tomar un papel activo frente a las víctimas y su reparación. No solo las víctimas individuales son objeto del plan integral de reparación administrativa que comprende medidas de indemnización, restitución, rehabilitación, satisfacción y garantías de no repetición; también las comunidades, organizaciones y grupos serán reparados luego de ser identificados como sujetos colectivos, la Ley de Víctimas 1448/11 y sus decretos reglamentarios son los instrumentos legales que necesita el Estado para reparar el daño que ha dejado la guerra en todo el territorio nacional en el marco de un eventual proceso de paz que conlleve a la reconciliación nacional.
The Colombian armed conflict has left millions of victims from its inception to today. A comprehensive reparation plan has been forged in recent years, although the conflict does not end, the government has decided to take an active role in the face of the victims and their reparation. Not only individual victims are the object of the comprehensive administrative reparation plan that includes measures of compensation, restitution, rehabilitation, satisfaction and guarantees of non-repetition; also the communities, organizations and groups will be repaired after being identified as collective subjects, the Law of Victims 1448/11 and its regulatory decrees are the legal instruments that the State needs to repair the damage that the war has left in the whole national territory in the framework of an eventual peace process that leads to national reconciliation.
