Resumen
El propósito de este trabajo de grado es, analizar cómo el efecto negativo de los bajos niveles de legitimidad Estatal, de debilidad institucionalidad y de corrupción presente en las FFAA, restringe la autoridad del Estado nigeriano para proteger los DDHH de las poblaciones afectadas y termina por facilitar el surgimiento y despliegue del grupo terrorista Boko Haram en el norte de Nigeria (Borno, Yobe y Adamawa). Reduciendo la efectividad de las acciones de las agencias internacionales protectoras de DDHH que hacen presencia en medio de este conflicto durante el periodo comprendido de 2012 al 2016.
Por ello para el desarrollo de la investigación se propone la siguiente organización, primero, entender la debilidad institucional y el impacto del terrorismo de Boko Haram como amenaza a los DDHH en el norte de Nigeria, mediante un encuadre conceptual proveniente de varias de las teorías de las RRII; para este caso el Constructivismo, el enfoque de los DDHH y las Teorías Críticas (sobre todo de orden post-estructural y poscolonial), las cuales presentan las categorías básicas de análisis de esta investigación.
Segundo, dar cuenta de las principales afectaciones en materia de DDHH que ha generado el accionar de Boko Haram y su articulación con los principales factores críticos de debilidad institucional presentes en el Estado nigeriano. Por último, exponer cómo la baja legitimidad del Estado nigeriano y su alto grado de permeabilidad a la corrupción y el autoritarismo de algunos de sus agentes, como las FFAA, se articulan con los ataques de Boko Haram y se constituyen en factores que reducen la efectividad de las acciones de las agencias internacionales en materia de restitución de los DDHH de las poblaciones afectadas.
The purpose of this degree work is analyze how the negative effect of the low levels of State legitimacy, the institutional weakness and corruption present in the Armed Forces, restricts the authority of the Nigerian State to protect the Human Rights of affected populations and facilitate the emergence and deployment of the terrorist group Boko Haram in northern Nigeria (Borno, Yobe and Adamawa). Reducing the effectiveness of the actions of the international agencies that protect Human Rights that are present in the middle of this conflict during the period from 2012- 2016. Therefore, for development of the research by following organization is proposed, first, understand the institutional weakness and the impact of terrorism of Boko Haram as a threat to human rights in the north of Nigeria, through a conceptual framework of several theories of the RRII; in this case is the Constructivism, the approach of Human Rights and Critical Theories (especially post-structural and postcolonial), which present the basic categories of analysis of this research. Second, to give an account of the main effects in the Human Rights that Boko Haram actions has generated and how the articulation with the main critical factors of institutional weakness is presented in the Nigerian State. Finally, explain how the low legitimacy of the Nigerian State and it’s high degree of permeability to corruption and the authoritarianism of some of it’s agents, such as the Armed Forces are articulated with Boko Haram attacks and constitute factors that reduce the effectiveness of the actions of the international agencies in the matter of restitution the human rights of the affected populations.
