Abstract
El Relleno Sanitario de Doña Juana (RSDJ), desde su inauguración en el año 1987, ha tenido varios inconvenientes, tanto en la parte técnica como en la administrativa, un derrumbe presentado en el año 1997, en una de las áreas de almacenamiento de residuos sólidos, derivó en que el Distrito indemnizara parte de la población con 1.270.000.000 millones de pesos, habitantes afectados en su salud dentro de una zona de influencia delimitada por sentencia judicial; pese a lo ocurrido no se han aplicado los planes concretos para el control de la construcción en suelos urbanos, rurales y de expansión urbana cercanos al Relleno; mediante la demarcación del RSDJ en dos periodos de tiempo, en las imágenes Landsat 5 TM del año 1997 y Landsat 8 OLI del año 2015, se busca hallar el porcentaje de cambio de las áreas construidas afectadas por el derrumbe en 1997 y si este se hubiera presentado en 2015; la metodología aplicada para realizar la tarea es semi-automática, primero, se creará la Base de Datos Geográfica (GDB), con los datos de la digitalización de áreas útiles del relleno en los años 1997 y 2015, segundo, la creación con la herramienta Buffer de las zonas afectadas por este en las dos fechas, tercero, se ejecuta la clasificación supervisada de imágenes por máxima verosimilitud, donde se obtiene el área afectada para cada año, cuarto, se realiza un corte entre las clasificaciones para extraer la diferencia de las zonas, de modo que se calcula la cantidad aproximada de nuevos suelos construidos; cabe resaltar la baja diferencia en el resultado en cuanto al crecimiento de zonas construidas, por lo que se esperaban cambios significativos asociados al tiempo transcurrido entre las imágenes, ligados al crecimiento dinámico de la población en el Distrito Capital, aunque se debe tener en cuenta el desarrollo de construcciones en altura, política impulsada para mitigar la necesidad de vivienda de la población, además la baja resolución espacial en las imágenes implica sesgos en la clasificación supervisada.
