Abstract
Las empresas han evidenciado la necesidad de dinamizar sus procesos y procedimientos, enfocándose en el cumplimiento de sus metas y objetivos misionales; maximizando los recursos que les son asignados; permitiendo así la generación de valores agregados y mayor rentabilidad. El Fondo Rotatorio de la Policía ha venido incursionando en la celebración de contratos para la prestación de diferentes tipos de servicios que se consideran de apoyo y que no están directamente relacionados con el cumplimiento de su misionalidad; a través de la tercerización del servicio de aseo, impresión y vigilancia, delegando el cumplimiento de estas actividades en terceros, reduciendo la contratación de empleados directos para estas actividades y maximizando los servicios obtenidos con los recursos asignados. La tercerización de servicios de manera legítima se desarrolla basado en la contratación con una empresa externa para el desarrollo de una actividad que inicialmente se desarrollaba por la entidad; en la cual debe asumir los riesgos, contar con sus propios recursos financieros, técnicos, materiales, responder por el cumplimiento del objeto contractual y tener exclusiva subordinación de los empleados. Con esta investigación se analiza la viabilidad de la contratación de servicios tercerizados en el Fondo Rotatorio de la Policía, en el marco de la normatividad legal vigente que rige este tipo de contrataciones, definiendo la mejor opción para el cumplimiento de estas actividades, bien sea a través de outsourcing o vinculación directa de personal.
The companies have evidenced the need to streamline their processes and procedures, focusing on the fulfillment of their mission goals and objectives; maximizing the resources assigned to them; thus allowing the generation of added values and greater profitability. The Revolving Fund of the Police has been entering into contracts for the provision of different types of services that are considered supportive and that are not directly related to the fulfillment of their mission; through the outsourcing of the cleaning, printing and surveillance service, delegating the fulfillment of these activities to third parties, reducing the hiring of direct employees for these activities and maximizing the services obtained with the allocated resources. The legitimate outsourcing of services is based on contracting with an external company for the development of an activity that was initially developed by the entity; in which it must assume the risks, have its own financial, technical, material resources, respond for the fulfillment of the contractual object and have exclusive subordination of the employees. This research analyzes the feasibility of contracting outsourced services in the Police Revolving Fund, within the framework of the current legal regulations that govern this type of contracting, defining the best option for the fulfillment of these activities, either through outsourcing or direct staffing.
