Abstract
La presente investigación pretende analizar la temática del Control Social por las veedurías Ciudadanas en Salud, se popende conocer el estado actual de la veeduría ciudadana; Se parte del siguiente problema ¿Cómo se puede hacer para realizar un análisis del control social de veeduría ciudadana en el sistema de salud para que sirva de estrategia de acción de mejora y se obtenga su fortalecimiento? Para tal efecto se propusieron unos objetivos específicos ligados a dicho propósito los cuales parten de examinar el control fiscal participativo en salud, valorar el sistema normativo, describir el control fiscal participativo en salud y subrayar la importancia del sistema de control social por parte de la veeduría ciudadana.
Bajo el enfoque teórico que da la ley 850 del 2003, se consideraron las bases conceptuales del control social por parte del veedor, sobre el ejercicio de la democracia participativa en la calidad de la atención. Por su parte y con el fin de acompañar el desarrollo teórico del estudio se describe un examen intensivo y en profundidad el estado actual de los veedores en salud.
The present investigation intends to analyze the subject of Social Control by the Citizens in Health oversight, it is possible to know the current status of citizen oversight; We start with the following problem: How can it be done to carry out an analysis of the social control of citizen oversight in the health system so that it serves as an action improvement strategy and its strengthening is obtained? To this end, specific objectives linked to this purpose were proposed, which start by examining the participatory fiscal control in health, assessing the regulatory system, describing the participatory fiscal control in health and underlining the importance of the social control system by the oversight citizen
Under the theoretical approach given by Law 850 of 2003, the conceptual bases of social control by the seer, on the exercise of participatory democracy in the quality of attention, were considered. On the other hand, and in order to accompany the theoretical development of the study, an intensive and in-depth examination of the current status of health supervisors is described.
