Abstract
El presente ensayo pretende exponer la interacción de poderes enmarcada bajo la relación “norte-sur” que puede ser evidenciada entre Estados Unidos de América (como representante del poder
“Norte” Industrializado) y Colombia (como representante del “Sur” en vía de industrialización) a través de la aplicación de la normatividad de Business Aliance for Secure Commerce (BASC). La mencionada herramienta de certificación permite entrever la necesidad de un país periférico de acomodarse a las exigencias de una potencia para poder ejercer el pleno desarrollo de la actividad comercial en condición de inferioridad debido a los potenciales riesgos que representa. Si bien la misma no es mandatoria para efectos de acceder a los mercados “norte”, su tenencia demuestra una voluntad de adaptación al sistema impuesto por la parte industrializada, y, por ende, la acomodación al mismo en el contexto de la dependencia y el incentivo.
The present essay intends to expose the interaction of powers framed under the "north-south" relationship that can be evidenced between the United States of America (as representative of the power
"North" Industrialized) and Colombia (as representative of the "South" in the way of industrialization) through the application of the regulations of Business Aliance for Secure Commerce (BASC). The aforementioned certification tool allows us to glimpse the need of a peripheral country to adapt to the requirements of a power to be able to exercise the full development of the commercial activity in an inferiority condition due to the potential risks that it represents. Although it is not mandatory for access to the "northern" markets, its possession demonstrates a willingness to adapt to the system imposed by the industrialized part, and, therefore, the accommodation to it in the context of dependence and incentive.
