Abstract
El voto programático fue una figura que se implementó a partir de la expedición de la Constitución Política de Colombia de 1991, aplicable para la elecciones territoriales de gobernadores y alcaldes, por medio de la cual la ciudadanía tiene el poder de elegir las propuestas más convenientes para su territorio, e imponerlas como mandato; sin embargo, en la práctica, los programas de gobierno se relegan a un segundo plano, por lo cual, recobra importancia el análisis sobre los mecanismos establecidos para la efectividad del voto programático y la insuficiencia de los mismos, toda vez que, a pesar de su institución y de los diferentes desarrollos normativos al respecto, no existe una adecuada aplicación
The programmatic vote was a figure that was implemented after the issuance of the Political Constitution of Colombia of 1991, applicable for the territorial elections of governors and mayors, by means of which the citizens have the power to choose the most convenient proposals for their territory, and impose them as a mandate; However, in practice, government programs are relegated to the background, which is why the analysis of the mechanisms established for the effectiveness of the programmatic vote and the inadequacy of those mechanisms is important, since, in spite of the its institution and the different regulatory developments in this regard, there is no adequate application
