Resumen
Los impuestos son la principal fuente de recursos con la que cuenta el Estado para financiar sus gastos y proyectos de inversión y con ello alcanzar los fines que enmarcan su razón de ser como Estado Social de Derecho. Sin embargo, la responsabilidad de pagar tributos no es una situación que sea acogida con la mejor actitud y entusiasmo por parte de los ciudadanos, lo cual tiene una explicación lógica debido a los casos de corrupción y malos manejos que se dan a los recursos obtenidos vía impuestos y que muy a menudo son el tema principal en los diferentes medios de comunicación, lo que genera en los contribuyentes sentimientos de insatisfacción y el deseo de evadir su responsabilidad fiscal. Por tal razón, los municipios tienen una fuerte responsabilidad frente al manejo de sus ingresos tributarios, la cual no debe quedarse únicamente en el pago que voluntariamente realicen los contribuyentes, que como se mencionó antes, se ha visto mermado en los últimos años, sino que por el contrario, debe incorporar a su gestión tributaria aspectos de creatividad, seguimiento, tecnología, recursos y otros elementos con miras a alcanzar recaudos suficientes para financiar los planes y proyectos contenidos en los programas de gobierno municipales. Consiente de esta situación, el municipio de Mosquera Cundinamarca, ha venido implementado durante los últimos 10 años, una de las acciones más importantes y efectivas en materia de gestión tributaria: la Fiscalización, que le ha permito lograr el incremento en el recaudo de su principal fuente de recurso propio y con ello, la ejecución de obras de infraestructura de gran impacto y el desarrollo de importantes proyectos de inversión social que han sido aspectos fundamentales para alcanzar un importante reconocimiento a nivel regional.
Taxes are the main source of resources available to the State to finance their investment projects and expenses and thereby achieve the goals that frame his reason for being as a Social State of Law. However, the responsibility of paying taxes is not a situation that is welcomed with the best attitude and enthusiasm on the part of citizens, which has a logical explanation due to the cases of corruption and mismanagement that are given to resources obtained via taxes and that very often are the main issue in the different media, which generates in the taxpayers feelings of dissatisfaction and the desire to evade their fiscal responsibility. For this reason, the municipalities have a strong responsibility regarding the handling of their tax revenues, which should not be left solely in the payment voluntarily made by taxpayers, which, as mentioned before, has been depleted in recent years. on the contrary, it must incorporate into its tax management aspects of creativity, monitoring, technology, resources and other elements with a view to achieving sufficient funds to finance the plans and projects contained in the municipal government programs. Aware of this situation, the municipality of Mosquera Cundinamarca, has been implemented over the past 10 years, one of the most important and effective actions in tax management: the audit, which has allowed him to achieve the increase in the collection of its principal source of own resource and with it, the execution of infrastructure works of great impact and the development of important projects of social investment that have been fundamental aspects to achieve an important recognition at regional level.
