Resumen
En los últimos años en Colombia se ha presentado un evidente retraso en el desarrollo de la red vial en la mayor parte del país. Esto ha generado grandes problemas de transporte principalmente mayores costos de movilización de productos y personas, mayores tiempos de viaje. Es un factor que ha contribuido a la desaceleración económica, dejando al país en una posición de baja competitividad para abordar los mercados internacionales que se han abierto con la firma de los Tratados de Libre Comercio (TLCs). Con base a la problemática presentada surge el interrogante sobre la utilización de los recursos que se destinan a este tipo de proyectos de infraestructura vial en Cundinamarca los cuales provienen de inversiones por parte del sector público, privado y recientemente asociaciones público-privadas. Siendo de interés para la investigación encontrar las dificultades que han surgido dentro del ciclo del proyecto en sus etapas de pre inversión, inversión y operación, apoyándonos en información proveniente de entidades como la Agencia Nacional De Infraestructura (ANI), el Instituto Nacional De Vías (INVIAS), Gobernación de Cundinamarca entre otras, para comparar con la información de la infraestructura vial desarrollada en los últimos 20 años en el departamento y así identificar las acciones que han funcionado y que serán útiles en la concepción de nuevos proyectos, y las equivocaciones que no se deben volver a cometer en el desarrollo de la red vial. Como resultado se tendrá, un listado de los proyectos, su estado actual, así como la evaluación del presupuesto, costos, sobre costos y mejoras recientes del proyecto.
In recent years in Colombia there has been an evident delay in the development of the road network in most of the country. This has generated major transport problems, mainly higher costs of mobilizing products and people, longer travel times. It is a factor that has contributed to the economic slowdown, leaving the country in a position of low competitiveness to cover international markets that have opened with the signing of the Free Trade Agreements (FTAs). Based on the presented problems, the question arises about the use of resources destined to this type of road infrastructure projects in Cundinamarca, which come from investments by the public and private sector and recently public-private partnerships. Being of interest for the investigation find the difficulties that have arisen within the cycle of the project in its stages of pre investment, investment and operation, relying on information coming from entities such as the National Agency of Infrastructure (ANI), the National Institute of Roads ( INVIAS), Governorate of Cundinamarca among others, to compare with the information of the road infrastructure developed in the last 20 years in the department and thus identify the actions that have worked and that will be useful in the conception of new projects, and the mistakes that they should not be committed again in the development of the road network. As a result we will have a list of the projects, their current status, as well as the evaluation of the budget, costs, costs and recent improvements of the project.
