Abstract
El presente trabajo se basa en la revisión de la política exterior de Estados Unidos en el gobierno de Barack Obama desde la mirada del Smart Power y en el contexto de ser utilizado por un Estado hegemónico. Por lo tanto, este escrito describe cómo un Estado poderoso utiliza la combinación de las políticas duras (Hard power) como son las militares y las políticas blandas (Soft Power) como son la cultura, para llegar a políticas que simpaticen internacionalmente con otros Estados (Smart Power), así como lo referencia Nye “es una inversión en el futuro global por que da oportunidades en los temas económicos, sociales y políticos con otros países”. (2014) Cabe indicar que Estados Unidos inicia su política con el Destino Manifiesto el cual rezaba que se debían anexar territorios para consolidar sus políticas internas y consolidarse como nación, puesto que los europeos buscaban reconquistar territorios americanos por lo que crearon la Doctrina Monroe “América para los americanos´´. Por otro lado, las guerras mundiales ayudaron al Estado norteamericano a consolidar su hegemonía en tres aspectos importantes: el militar, el económico y el cultural cumpliendo con un rol importante en el equilibrio mundial del poder. Por lo anterior, el propósito de este trabajo de grado es realizar una revisión de las políticas adoptadas por Estados Unidos en el gobierno de Barack Obama, para así obtener una visión general del Smart Power y determinar el cambio de los paradigmas en cuanto a las relaciones internacionales entre los Estados.
The present work is based on the review of the foreign policy of the United States in the government of Barack Obama from the perspective of Smart Power and in the context of being used by a hegemonic State. Therefore, this paper describes how a powerful State uses the combination of hard policies such as military and soft policies such as culture, to arrive at policies that internationally sympathize with other states ( Smart Power), as well as the reference Nye "is an investment in the global future because it gives opportunities in economic, social and political issues with other countries." (2014) It should be noted that the United States initiates its policy with the Manifest Destiny which said that territories should be annexed to consolidate their internal policies and consolidate as a nation, since the Europeans sought to reconquer American territories for what they created the Monroe Doctrine "America for Americans" ''. On the other hand, the world wars helped the North American State to consolidate its hegemony in three important aspects: military, economic and cultural, fulfilling an important role in the global balance of power. Therefore, the purpose of this degree is to review the policies adopted by the United States in the government of Barack Obama, in order to obtain an overview of Smart Power and determine the change of paradigms in terms of relationships international among the States.
