Resumen
El objetivo principal en este artículo, es describir el cómo, a través de la aplicación de la Curva del Conflicto de Lund, se puede explicar el proceso migratorio de venezolanos a Colombia entre los años 2012 al 2017, la cual esboza desde una percepción analítica cómo se puede resolver o desescalar un conflicto a partir de la implementación de una diplomacia preventiva. Para ello, se tienen en cuenta los hechos más relevantes o históricos en Venezuela a partir de los años 1998 hasta el 2017. Posteriormente, se describe la relación entre el conflicto interno de Venezuela y las relaciones bilaterales con la República de Colombia entre los años 2007 al 2017. Fue elegida la teoría de Lund, y su herramienta llamada “La Curva del Conflicto”, que representa una gráfica que ilustra los diferentes comportamientos de un conflicto y verifica si las acciones realizadas por los diferentes actores fueron las más eficaces y acertadas para mitigar que el riesgo escale a un conflicto aún mayor. Esta teoría implica varios elementos estructurales a saber: (i) las cinco etapas o estados del conflicto; (ii) las tareas prioritarias y; (iii) las herramientas para enfrentar un problema y cómo resolverlo desde la Diplomacia Preventiva, que es el punto principal que resalta Lund en su libro “Prevención de los Conflictos Violentos – Una Estrategia para la Diplomacia Preventiva” En virtud de este análisis se estableció desde que Hugo Rafael Chávez Frías asume la presidencia de Venezuela, se generaron cambios socio-políticos que dieron forma al socialismo del siglo XXI. Una vez fallecido el jefe de Estado de Venezuela, bajo el gobierno de Nicolás Maduro, aumentan los problemas internos de Venezuela el incremento del desempleo, el hambre, el desplazamiento forzoso, entre otros, los cuales se reflejan en el manejo de las relaciones internacionales hacia Colombia, con medidas como deportaciones masivas de colombianos, y así mismo impacta de forma directamente proporcional en la magnitud del flujo migratorio de venezolanos hacia Colombia. Es importante precisar que el alcance del estudio no es teórico sino metodológico, toda vez que se estructura a partir de la aplicación de la Curva del Conflicto de Lund como una herramienta metodológica, que se basa en la teoría del autor usado como referente. Por lo anterior, no se pretende apoyar ni controvertir la teoría sino aplicar la Curva propuesta por el autor a conflictos tanto internos como internacionales vinculados a procesos migratorios, con el fin de describirlos y explicarlos.
The main objective in this article is to describe how, through the application of the Conflict Curve of Lund, the migratory process of Venezuelans to Colombia can be explained between 2012 and 2017, which outlines from an analytical perception how A conflict can be resolved or de-escalated from the implementation of a preventive diplomacy. For this, the most relevant or historical events in Venezuela are taken into account from 1998 to 2017. Subsequently, the relationship between the internal conflict in Venezuela and bilateral relations with the Republic of Colombia between 2007 is described. at 2017. The theory of Lund was chosen, and its tool called "The Conflict Curve", which represents a graph that illustrates the different behaviors of a conflict and verifies if the actions carried out by the different actors were the most effective and correct to mitigate that the risk escalate to an even greater conflict. This theory implies several structural elements namely: (i) the five stages or states of the conflict; (ii) the priority tasks and; (iii) the tools to face a problem and how to solve it from the Preventive Diplomacy, which is the main point highlighted by Lund in his book "Prevention of Violent Conflicts - A Strategy for Preventive Diplomacy" Under this analysis was established since Hugo Rafael Chávez Frías assumes the presidency of Venezuela, socio-political changes were generated that shaped the socialism of the XXI century. Once the Venezuelan head of state died, under the government of Nicolás Maduro, the internal problems of Venezuela increase the increase in unemployment, hunger, forced displacement, among others, which are reflected in the handling of international relations towards Colombia, with measures such as massive deportations of Colombians, and likewise it has a directly proportional impact on the magnitude of the migratory flow of Venezuelans to Colombia. It is important to specify that the scope of the study is not theoretical but methodological, since it is structured from the application of the Conflict Curve of Lund as a methodological tool, which is based on the author's theory used as a reference. Therefore, it is not intended to support or controvert the theory but to apply the Curve proposed by the author to both internal and international conflicts linked to migratory processes, in order to describe and explain them.
