Abstract
El impacto del fenómeno migratorio en el mundo hace necesario realizar un análisis de las posibles causas que lo generan; países como Chile son el destino migratorio de inmigrantes en este caso colombianos, que se suman al proceso migratorio con expectativas de mejoramiento económico y laboral. El crecimiento económico y el desarrollo del mercado laboral de Chile son de vital importancia para sopesar las razones del crecimiento de la población migrante en el país; por ende el porcentaje del PIB per cápita y el reconocimiento de los principales sectores del mercado laboral que implementan la integración de inmigrantes son indicadores para establecer el fenómeno migratorio en el país. El análisis de las políticas públicas y la gestión migratoria de los gobiernos es fundamental en la búsqueda de las principales causas del fenómeno migratorio, por tal motivo en esta investigación se analizan las políticas públicas implementadas por el gobierno de Michelle Bachelet entre el año 2014 hasta el año 2018, con el fin de dar respuesta a la hipótesis de que son las condiciones económicas y laborales que ofrece el país al inmigrante colombiano las que inciden en el aumento del flujo inmigratorio. En dicha búsqueda se pretende analizar las políticas públicas en materia económica y laboral que han incidió en el crecimiento de la inmigración colombiana en Chile entre 2014-2018; por ello con dicho fin se aplica una metodología cualitativa encargada de describir cada uno de los datos recolectados que inciden en el fenómeno migratorio y que relacionan las políticas públicas con el aumento de inmigrantes económicos colombianos en Chile. La relación entre crecimiento de la inmigración colombiana en Chile y el aumento de mano de obra extranjera (colombianos) en el mercado laboral fue primordial para identificar las políticas públicas respecto al campo económico y laboral en búsqueda establecer esta relación, enfatizando en el reconocimiento de los factores de atracción y expulsión de Colombia y Chile para el inmigrante.
The impact of the migration phenomenon in the world makes it necessary to carry out an analysis of the possible causes that generate it; Countries like Chile are the migratory destination of immigrants in this case, Colombians, who join the migratory process with expectations of economic and labor improvement. Economic growth and the development of Chile's labor market are of vital importance to weigh the reasons for the growth of the migrant population in the country; therefore, the percentage of GDP per capita and the recognition of the main sectors of the labor market that implement the integration of immigrants are indicators to establish the migratory phenomenon in the country. The analysis of public policies and their migration management is fundamental in the search for the main causes of the migratory phenomenon, for this reason this research analyzes the public policies implemented by the government of Michelle Bachelet between 2014 and 2018, in order to respond to the hypotheses of the economic and labor conditions offered by the Colombian immigrant country. The aim of this search is to analyze the economic and labor policies that have influenced the growth of Colombian immigration in Chile from 2014-2018; In this case, a qualitative methodology is applied. It is responsible for describing each of the data collected in the migration phenomenon and in the relationship between public policies and the increase of Colombian economic immigrants in Chile. The relationship between the growth of Colombian immigration in Chile and the increase of foreign labor (Colombians) in the labor market was paramount to identify public policies regarding the economic and labor field in search of establishing this relationship, emphasizing the recognition of factors of attraction and expulsion of Colombia and Chile for the immigrant.
