Resumen
El presente ensayo busca adentrarse en los conceptos articulados en las políticas de aplicación para los sistemas de control interno en las instituciones; tales como las tres líneas defensa, los roles asignados a las Oficinas de Control interno como lo son: Rol de Liderazgo estratégico, Rol de Enfoque hacia la prevención, Rol de evaluación de la Gestión del Riesgo; Rol de Relación con entes externos de control y Rol de evaluación y seguimiento, la Gestión del Riesgo en cuanto el establecimiento del entorno y ambiente organizacional de la entidad, la identificación, análisis, valoración y definición de las alternativas de acciones de mitigación de los riesgos y la implementación del Modelo Integrado de Planeación y Gestión (MIPG) para reflejar en ello; como las oficinas de control interno, han venido tomado un rol protagonista en el desarrollo de las actividades designadas para la primera y segunda línea de defensa. Es así, como a lo largo de este escrito se exponen los roles de cada una de las líneas de defensa, incorporando las dimensiones del Modelo Integrado de Planeación Gestión (MIPG) para aportar desde la experiencia como fortalecer las actuaciones de cada una de las líneas de defensa, permitiendo mitigar de una forma integral la materialización de los riesgos. El modelo de las tres líneas de defensa provee una forma efectiva para mejorar la gestión y cumplimiento de los objetivos de las organizaciones, además de integrar modelos encaminados al aseguramiento razonable al actuar coordinadamente y evitar solapamientos en las funciones, es así como se resalta el aporte de este escrito; en cuanto integrar y hacer las operación más efectivas trabajando mancomunadamente, sin pasar la línea delgada entre cada una de ellas y enfrentarse a los entornos con estrategia, innovación y competitividad.
This essay seeks to delve into the concepts articulated in the policies of application for the systems of internal control in the institutions; such as the three defense lines, the roles assigned to the Internal Control Offices, such as: Strategic Leadership Role, Role of Approach towards Prevention, Role of Evaluation of Risk Management; Role of Relationship with external control entities and Role of evaluation and monitoring, Risk Management regarding the establishment of the environment and organizational environment of the entity, identification, analysis, assessment and definition of alternatives for risk mitigation actions and the implementation of the Integrated Planning and Management Model (MIPG) to reflect on it; Like the internal control offices, they have taken a leading role in the development of the activities designated for the first and second line of defense. This is how, throughout this paper, the roles of each of the defense lines are exposed, incorporating the dimensions of the Integrated Management Planning Model (MIPG) to contribute from experience how to strengthen the actions of each of the lines of defense, allowing mitigate in an integral way the materialization of risks. The model of the three lines of defense provides an effective way to improve the management and compliance with the objectives of the organizations, as well as integrate models aimed at reasonable assurance by acting in coordination and avoiding overlaps in the functions, this is how the contribution is highlighted of this writing; in terms of integrating and making the most effective operations working together, without passing the thin line between each of them and facing the environments with strategy, innovation and competitiveness.
