Resumen
En este trabajo se analizan los principales factores que justifican la creación de un Grupo Aeronaval contra el Narcotráfico de la Aviación Naval colombiana, por medio de la disertación de elementos teórico conceptuales desde las Relaciones Internacionales, la Estrategia Marítima y las Políticas Públicas internacionales y nacionales de lucha contra las drogas. Se analizan las obligaciones del Estado colombiano y la responsabilidad de la Armada Nacional en el cumplimiento de las Políticas internacionales y planes estratégicos nacionales. Se evidencia la importancia de la cooperación internacional para combatir la amenaza transnacional de las drogas y se argumenta la necesidad de mejorar el Poder Naval con un Grupo Aeronaval que direccione los esfuerzos para apoyar el control del mar, mediante la interdicción marítima, en el territorio marítimo nacional y el mar presencial, que constituyen el teatro de operaciones del tráfico ilícito de drogas.
This paper analyzes the main factors that justify the creation of a Naval Aviation Group against Narcotrafficking off the Colombian Navy, through the dissertation of theoretical conceptual elements of International Relations, Maritime Strategy and International and National Public Policies to fight against drugs. The obligations of the Colombian State and the responsibility of the Colombian Navy in the fulfillment of the International Policies and national strategic plans are analyzed. The importance of international cooperation to combat the transnational threat of drugs is evidenced and the need to improve the Naval Power is argued with a Naval Aviation Group that directs the efforts to support the control of the sea, through maritime interdiction, in the national maritime territory and the presence sea, which constitute the operations-theater of illicit drug trafficking.
