Resumen
El objeto principal del proyecto es determinar el estudio de Pre – factibilidad, para un parque eólico con tecnología Offshore, y de esta manera aumentar la capacidad energética del parque eólico Jepírachi (La Guajira), ya que en la actualidad su funcionalidad es diferente a la inicialmente diseñada y por ende está obsoleta y es usada para otros fines, como atracción turística, de esta manera se tiene un pequeño ingreso, que no suple con las necesidades de la comunidad, ni solventa la inversión inicial. En principio se realiza la determinación del potencial energético del parque eólico Jepírachi, a partir de los potenciales de viento de la zona de influencia, adicional se escogerá la turbina eólica Offshore que solvente las necesidades energéticas de la misma, para ello, se tienen en cuenta los costos de construcción, instalación, operación, materiales y mantenimiento de una turbina eólica Offshore, ubicada en La Guajira; hecho en el que, se tendrá en cuenta los factores de diseño tales como: ubicación, área de influencia, velocidad del viento, potenciales de viento, fuerzas actuantes y la altitud, donde se procede a elegir la turbina eólica más rentable y óptima para generar la mayor capacidad energética en la zona de estudio. Por último, se realiza la evaluación económica, a partir de los costos CAPEX y OPEX; donde por definición el primero son los costos de inversión a capital y el segundo son los costos de operación y mantenimiento del proyecto. Además se utiliza los indicadores del VPN y la TIR, a partir de estos definir la viabilidad del proyecto.

In principle the determination of the energy potential of the Jepírachi wind farm is carried out, from the wind potentials of the area of influence, additional Offshore wind turbine will be chosen to solve the energy needs of the same, for this, they are taken into account construction, installation, operation, materials and maintenance costs of an Offshore wind turbine, located in La Guajira; In which, design factors such as: location, area of influence, wind speed, wind potential, will be taken into account, acting forces and altitude, where the most profitable and optimal wind turbine is chosen to generate the highest energy capacity in the study area. Finally, the economic evaluation is carried out, based on the CAPEX and OPEX costs; where by definition the first are the investment costs to capital and the second are the costs of operation and maintenance of the project. In addition, the indicators of the VPN and the TIR are used, from these define the viability of the project.
