The Article 18th of the United Nations Charter recognizes to each Member the right to vote for the discussions of the General Assembly, making this instance the maximum deliberative organ of the transnational scene. The Latin American countries, in exercise of its sovereignty and without avoiding their role in the developed world, have been taking part of this discussion and have materialized its feelings towards the different subjects that provoke the interest of the International Community. It is necessary, then, to know what is the opinion that the Latin American countries, individually and as region, have expressed in the General Assembly; how this one is far from the opinions of other countries or blocks of countries; what role has played the region in the construction of a «international morality» and how it takes place in the same one. This study will help us to answer these questions and to view the path that Latin America must cross in its intention of being increasingly inserted and with more success in the dynamics of the International System.en-US
