dc.descriptionThis doctoral Thesis analyzes the Puebla Panamá Plan from the Geopolitical point of view, treating the main theories that deal with it and facing them against nowadays. reality. There are four chapters dedicated to Geopolitics in all its dimension, in which we aboard the topic, starting in the 19th century and the interest of powerful countries of that epoch for controlling a territory considered strategic for domination interests. Advertised as a development strategy and integration that would solve the problems of the 64 million people who inhabit the Mesoamérica region the Puebla Panamá Plan has not gotten the economical resources or the political capital for its practical development, and because of that, it has not reached over the speech of a six year .period government that will finish in 2006. The biodiversity and strategic natural resources of the region are in danger, because the new face of Geopolitics does not only tend to territorial domination but to the exploitation of those resources in favorable conditions to the capitalist system. Therefore, the relation among PPP and other strategic regional plans, nowadays in development, which combine economical matters with military ones, and in fact they tend to the same objective: the control and management of resources to confirm the setting up of an empire without any competence. The United States of America, faithful to their Destiny Manifiesto and fundamentalism based on the supposed appointment from Providence to give freedom to the oppressed ones and support democracy, they are willing to change the worlds map and prove that Geopolitics have kinder faces than the territorial conquest.en-US
dc.descriptionEste artículo es la síntesis de la tesis doctoral del autor y en ella se analiza el Plan Puebla Panamá (PPP), desde la Geopolítica, escudriñando las principales teorías al respecto y confrontándolas con la realidad actual2 . Son cuatro capítulos dedicados a la Geopolítica en toda su dimensión, en los cuales se trata el tema a partir del siglo XIX y los intereses de las potencias de esa época por apoderarse de un territorio considerado estratégico para los intereses hegemónicos. Publicitado como una estrategia de desarrollo e integración que solucionaría los problemas de 64 millones de personas de la región Mesoamericana, el PPP no ha contado con los recursos económicos ni con el capital político para su ejecución y por lo tanto, no ha pasado de ser el discurso de un gobierno de seis años que terminará en 2006. La biodiversidad y los recursos naturales estratégicos de la región están en peligro porque la nueva arista de la geopolítica ya no apunta sólo al dominio territorial, sino a la explotación de los mismos en condiciones favorables al sistema capitalista. De allí la relación del PPP con otros planes estratégicos regionales actualmente en desarrollo que combinan lo económico con lo militar y que en el fondo, persiguen el mismo objetivo: el control y administración de los recursos para confirmar la existencia de un imperio sin competencias. Estados unidos de América, fieles a la idea del Destino Manifiesto y al fundamentalismo basado en la supuesta designación de la Divina Providencia para dar la libertad a los oprimidos y mantener la democracia, están dispuestos a cambiar el mapa mundial y a comprobar que la geopolítica tiene caras más amables que la conquista territorial.es-ES
