En octubre de 2015, Uruguay fue elegido Miembro No Permanente del Consejo de Seguridad de las Naciones Unidas. Este trabajo analiza los mensajes del Gobierno uruguayo en el proceso de instalación de su investidura, y su objetivo es realizar una descripción analítica de los discursos de los representantes antes de la asunción. Para ello, se aplica una novedosa herramienta de análisis que consiste en la operacionalización de los principios generales de derecho internacional. Se encuentra que el discurso uruguayo privilegia a la cooperación internacional centrada en los derechos humanos, el multilateralismo y la participación en las Operaciones para el Mantenimiento de la Paz, y que la membresía constituye una herramienta utilizada por el Gobierno para generar acuerdos con la oposición.
Abstract
In October 2015 Uruguay was elected as a Non-Permanent Member of the United Nations Security Council. This article analyses the messages of the Uruguayan government during the process of its investiture. The objective is to offer an analytical description of the discourses made by Uruguayan government officials before the designation. For this purpose, a new analytical tool is applied, which consists of the operationalization of the General Principles of International Law. It is found that the Uruguayan discourse privileges the international cooperation that focuses on human rights, multilateralism, and the involvement in Peacekeeping Operation. Additionally, it is found that the membership is a tool used by the government to seek agreements with the political opposition.
