Resumen
A pesar del interés de los generales Simón Bolívar y Francisco de Paula Santander por dotar de educación a los pobladores de la Nueva Granada, los intentos por crear un verdadero sistema educativo fallaron debido a las constantes guerras intestinas que se desataron entre los líderes del periodo revolucionario y luego, los sucesivos presidentes que tampoco pudieron desligarse de las situaciones de conflicto originadas por las ambiciones de poder que se recrudecieron desde mediados del siglo XIX hasta bien avanzado el siglo XX. En la década de los años 90 y por reconocer que la Constitución de 1886 se encontraba obsoleta dado que no correspondía con la situación real de la sociedad colombiana y para dotar el Estado de los principios en materia de derechos humanos y fundamentales, se convocó una Asamblea Nacional Constituyente para entregar la nueva Constitución Política que entró en vigencia a mediados de 1991. Los principios rectores de la nueva Carta política exigieron reacomodar sistemas e instituciones y crear muchos otros. La educación quedó establecida como uno de los derechos fundamentales en el artículo 67 y su contenido exigió la estructuración del sistema educativo, por lo cual en 1994 se promulgó la Ley General de Educación a partir de la cual se le dio un vuelco total a la educación en todos sus niveles, involucrando estudiantes, docentes e instituciones de básica, primaria, media, técnica, superior y universitaria. A partir de entonces, todas las entidades involucradas en el campo de la educación, han debido transformarse para corresponder con los adelantos y usos de la ciencia y la tecnología en todos los campos del saber. Precisamente, a continuación se incluye un ensayo descriptivo sobre el Plan territorial de formación docente del municipio San Juan Girón, Santander.
Despite the interest of generals Simón Bolívar and Francisco de Paula Santander to provide education to the inhabitants of New Granada, attempts to create a true educational system failed due to the constant bowel wars that broke out among the leaders of the revolutionary period and then, the successive presidents who could not detach themselves from the conflict situations caused by the ambitions of power that intensified from the mid-nineteenth century until well into the twentieth century. In the decade of the 90s and for recognizing that the Constitution of 1886 was obsolete since it did not correspond to the real situation of Colombian society and to endow the State with the principles in matters of human and fundamental rights, an Assembly was convened National Constituent to deliver the new Political Constitution that entered into force in mid-1991. The guiding principles of the new political Charter required to rearrange systems and institutions and create many others. Education was established as one of the fundamental rights in article 67 and its content required the structuring of the education system, which is why in 1994 the General Law of Education was promulgated from which education was completely overturned at all levels, involving students, teachers and institutions of basic, primary, middle, technical, higher and university. Since then, all the entities involved in the field of education have had to be transformed to correspond with the advances and uses of science and technology in all fields of knowledge. Precisely, the following is a descriptive essay on the Territorial Teacher Training Plan of the San Juan Girón municipality, Santander.
