Resumen
Esta investigación se realizó con el propósito de analizar el impacto en la calidad del servicio por
la implementación de los nuevos reglamentos en Atención Primaria en Salud (APS), debido a que
ha generado un cambio en la concepción del sistema de salud e interrogantes en la adopción que
da orden al enfoque de APS. Para el desarrollo del presente artículo se realizó un estudio de tipo
cualitativo documental, que se caracterizó por la recopilación de información, mediante la revisión
sistemática de la literatura con criterios de inclusión y exclusión en los cuales se incluyeron idioma,
periodo de publicación y tipo de texto. Por medio de esta y con los datos obtenidos se plantearon
soluciones para enfrentar el cambio que conlleva poner en marcha las nuevas regulaciones en la
APS, y cómo hacer que sea exitoso. Se encontró que la implementación de APS es una cuestión
reciente en las organizaciones que prestan el servicio de salud, ocasionando cambios, en los que
se evidencia la importancia de la participación gubernamental y financiera, la gestión y
capacitación del talento humano, que requiere de un cambio en el sistema de aseguramiento en
salud, con evidente compromiso de la alta dirección, así como la apuesta por la tecnología para
mejorar la calidad de la prestación de los servicios, para disminuir el impacto que esta genera.
Finalmente, se lograron identificar los factores que afectan la calidad del servicio, las barreras
presentadas por las organizaciones y la proposición de aportes clave para enfrentar el cambio.
This research was carried out with the purpose of analyzing the impact on the quality of the service

was found that the implementation of PHC is a recent issue in the organizations that provide the
health service, causing changes, in which the importance of government and financial
participation, management and training of human talent is evident, which requires a change in the
health insurance system, with obvious commitment from senior management, as well as the
commitment to technology to improve the quality of service provision, to reduce the impact it
generates. Finally, it was possible to identify the factors that affect the quality of the service, the
barriers presented by the organizations and the proposal of key contributions to face the change.
