Resumen
El país se ha visto afectado por altas cifras de criminalidad y el Estado no cuenta con los recursos suficientes para tener presencia con la cobertura y permanencia requerida para erradicar el delito. Esta situación obliga a buscar alternativas diferentes al incremento de la inversión de recursos públicos en pie de fuerza y en la dotación de equipos e infraestructura, pues estos son escasos, sobre todo en los municipios categoría 6, que demandan ideas diferentes al aumento del recaudo de impuestos. Este documento se concentra en los delitos de homicidio común y hurto de vehículos en la localidad de Engativá del Distrito Capital, en lo corrido del siglo XXI, con el fin de establecer si existe una relación entre el grado de participación y activismo ciudadano y los niveles de delincuencia en un territorio. La hipótesis de este trabajo es que cuando existe una verdadera Participación Ciudadana y un adecuado acompañamiento institucional, se logra reducir los índices de delincuencia, sin necesidad de incurrir en altos gastos recurrentes del presupuesto público. Entre las estrategias diseñadas por la Policía Nacional, está el Plan Nacional de Vigilancia Comunitaria por Cuadrantes, esta estrategia se basa en acercar la Policía al ciudadano e invitar a la comunidad a organizarse en los llamados Frentes de Seguridad, los cuales tienen el apoyo de la Secretaria de Seguridad, la Alcaldía Local y las Juntas de Acción Comunal en los territorios; Estrategia que ha dado resultados importantes, como se evidencia en la localidad de Engativá del Distrito Capital.
The country has been affected by high crime rates and the State does not have sufficient resources to have a presence with the coverage and permanence required to eradicate crime. This situation forces to look for different alternatives to the increase of the investment of public resources in force footing and in the endowment of equipment and infrastructure, since these are scarce, especially in the category 6 municipalities, which demand different ideas to the increase in the collection of taxes. This document focuses on the crimes of common homicide and theft of vehicles in the town of Engativá in the Capital District, throughout the 21st century, in order to establish whether there is a relationship between the degree of participation and citizen activism and the levels of crime in a territory. The hypothesis of this work is that when there is true Citizen Participation and adequate institutional support, it is possible to reduce crime rates, without the need to incur high recurring expenses from the public budget. Among the strategies designed by the National Police, there is the National Plan for Community Surveillance by Quadrants, this strategy is based on bringing the Police closer to the citizen and inviting the community to organize itself on the so-called Security Fronts, which have the support of the Secretary of Security, the Local Mayor's Office and the Community Action Boards in the territories; Strategy that has given important results, as evidenced in the Engativá district of the Capital District.
