Resumen
Debido a las múltiples ventajas y aplicaciones que han demostrado los drones para desarrollar tareas tanto en el ámbito militar como civil y la facilidad para adquirir y volar un equipo que hace algunos años nadie imaginaba poder operar sin tener siquiera algún tipo de conocimiento aeronáutico, se ha generado que personas y empresas se interesen en el alto potencial económico que promete el uso de estas aeronaves. Sin duda alguna y como se observa en el presente documento, las aplicaciones son tantas y en tan diversos campos que es sencillo suponer lo que representará comercialmente esta tecnología para los intereses de las empresas privadas y entidades estatales. Sin embargo, el incremento descontrolado en la venta mundial de aeronaves piloteadas a distancia por personas con poca o nula capacitación aeronáutica y que al ser operadas comparten el espacio aéreo con aviones comerciales y militares que llevan personas a bordo, ha generado una preocupación en los gobiernos quienes han emitido leyes que regulan el uso de estos drones.
Al presentar las aplicaciones y normatividad vigente cabe preguntarse si, ¿actualmente los drones son una oportunidad para el desarrollo económico o una amenaza para las actividades productivas, sociales y militares convencionales? El objetivo del presente ensayo tiene como finalidad dejar en contexto el potencial de los drones y el intento del estado colombiano por generar una legislación que permita el uso de esta tecnología sin afectar la seguridad aérea.
Due to the multiple advantages and applications that drones have shown to carry out tasks in both the military and civil fields, and the ease of acquiring and flying equipment that a few years ago no one imagined being able to operate without even having some kind of aeronautical knowledge. It has generated that people and companies are interested in the high economic potential that the use of these aircraft promises. Undoubtedly, and as observed in this document, the applications are so many and in such diverse areas that it is easy to suppose what this technology will represent commercially for the interests of private companies and state entities. However, the uncontrolled increase in the worldwide sale of remotely piloted aircraft by people with little or no aeronautical training and who, when operated, share the airspace with commercial and military aircraft with people on board, has generated concern in the governments of such that laws and regulations have been issued that regulate the use of these drones.
When presenting the current applications and regulations, it is worth asking if, at present, drones are an opportunity for economic development or a threat to conventional productive, social and military activities. The objective of this essay is to put in context the potential of drones and the attempt of the Colombian state to generate legislation that allows the use of this technology without affecting air safety.
