Abstract
Aunque el país y el sector de las telecomunicaciones han tenido que enfrentar durante décadas la problemática del hurto de cobre, casi no existe literatura académica local donde se aborde el tema, se detalle información o se hagan alusiones a la problemática en otros países vecinos. Tampoco se encuentran referencias donde se exploren soluciones o se compartan casos de éxito que generen una base de datos importante que pueda generar mayor fuerza e interés para que de alguna manera las grandes empresas o incluso las PYMES, logren el interés de las entidades competentes y el gobierno nacional, para mitigar este riesgo que genera importantes afectaciones a la economía, generando leyes y normas orientadas a minimizar su impacto.
El presente ensayo aborda la problemática del hurto de cobre en Colombia compartiendo un panorama general del país junto con cifras, referencias de prensa y revisión documental, y abordando los factores externos e internos relacionados con el riesgo de hurto de cobre en las empresas de telecomunicaciones, así como los factores organizacionales que son considerados por el autor como potenciadores del riesgo y algunas recomendaciones orientadas a optimizar la protección del cobre en la infraestructura de las empresas de telecomunicaciones.
Although the country and the telecommunications sector have had to face the problem of copper theft for decades, there is almost no local academic literature where the subject is addressed, information is detailed or allusions are made to the problem in other neighboring countries. Nor are there any references where solutions are explored or success stories are shared that generate an important database that can generate greater strength and interest so that in some way large companies or even SMEs, achieve the interest of the competent entities and the national government, to mitigate this risk that generates significant effects on the economy, generating laws and regulations aimed at minimizing its impact.
This essay addresses the problem of copper theft in Colombia by sharing a general panorama of the country along with figures, press references and documentary review, and addressing external and internal factors related to the risk of copper theft in telecommunications companies, as well as the organizational factors that are considered by the author as risk enhancers and some recommendations aimed at optimizing the protection of copper in the infrastructure of telecommunications companies.
