Abstract
La ciudad de Villavicencio, capital del departamento del Meta, ha experimentado un considerable desarrollo en años recientes producto de la inversión pública y privada en aspectos como la autopista al llano, la infraestructura inmobiliaria y el aumento del comercio, sin olvidar que Villavicencio constituye el portal entre el centro y oriente del país, representando el punto por el cual transitan cientos de vehículos y mercancías a diario en doble vía. Todo esto ha generado que la ciudad también posea una mayor masa poblacional, dificultando el acceso al trabajo y a los servicios básicos, situación que se ha tornado aún más compleja con la llegada de cientos de migrantes venezolanos que inundan las calles.
Es de apuntar, que este trabajo incluye una perspectiva reciente de la influencia sobre la ciudad que ha generado la pandemia del Covid-19, situación que también impacta la seguridad ciudadana y las condiciones de vida de Villavicencio.
Ante este panorama el trabajo busca analizar la situación de inseguridad pública de la ciudad durante el periodo 2018-2021, tomando como área de estudio específica el Barrio Centro, teniendo en la primera parte la presentación teórica del concepto de Seguridad Ciudadana; en la segunda sección se exponer en detalle el contexto económico y social que posee hoy día la ciudad; en la tercera división se presenta la situación de seguridad de la ciudad y el Barrio Centro soportada en estadísticas de delincuencia aportadas por la policía Nacional; la cuarta parte presenta la estrategia de seguridad que actualmente se viene implementando a través de la Red de Apoyo y Solidaridad Ciudadana; paso seguido se presenta la propuesta de seguridad para la ciudad de Villavicencio y en específico el Barrio Centro; y finalmente se presentan las conclusiones.
Este recorrido metodológico nos lleva a afirmar que ante los problemas de seguridad presentes en la ciudad y los nuevos fenómenos sociales que la impactan (entiéndase la migración de extranjeros), las herramientas actuales para enfrentar la inseguridad son insuficientes y es necesario un trabajo más preciso de las autoridades en asocio con la comunidad. Es importante que la Policía logre una mayor y mejor interacción con el ciudadano para la prevención de la delincuencia.
The city of Villavicencio, capital of the department of Meta, has undergone considerable development in recent years as a result of public and private investment in aspects such as the highway to the plain, infrastructure and increased commerce, without forgetting that Villavicencio constitutes the portal between the center and east of the country, representing the point through which hundreds of vehicles and goods travel on a double track every day. All this has generated that the city also raises a greater population mass, making it difficult to access work and basic services, a situation that has become even more complex with the arrival of hundreds of Venezuelan migrants who flood the streets.
It should be noted that this work includes a recent perspective of the influence on the city that the Covid-19 pandemic has generated, a situation that also impacts citizen security and the living conditions of Villavicencio.
Against this background, the work seeks to analyze the public insecurity of the city during the 2018-2021 period, taking the Centro Barrio as a specific study area, taking into account in the first part the theoretical presentation of the concept of Citizen Security; In the second section, the economic and social context that the city has today will be exposed in detail; In the third division, the security situation of the city and the Barrio Centro is presented, supported by crime statistics provided by the National Police; the fourth part presents the security strategy that is currently being implemented through the Citizen Support and Solidarity Network; the next step is the presentation of the security proposal for the city of Villavicencio and specifically for the Barrio Centro; and finally the conclusions are presented.
This methodological journey leads us to affirm that in the face of the security problems present in the city and the new social phenomena that impact it (understand the migration of foreigners), the current tools to face insecurity are insufficient and a more precise of the authorities in association with the community. It is important that the Police achieve greater and better interaction with the citizen for the prevention of crime.
