Resumen
El presenta trabajo se hizo con el fin de conocer la importancia de la auditoria forense en la prevención y detección de fraudes por corrupción en el sector público, por consiguiente se comienza con el origen, evolución y normas de auditoria que regularon la ejecución de esta labor y también la profesión contable que está relacionada con el campo de acción. Además se habla de los diferentes enfoques de intervención y alcance de la actividad de auditoria siendo esta independiente, objetiva, de aseguramiento y consulta la cual se puede aplicar para el sector público y privado y de acuerdo al área que se quiere intervenir existen diferentes tipos de auditoria que ayudan a mejorar el desarrollo de los procesos y su rendimiento en función del logro de los objetivos de la organización.
El tema central de este trabajo es la implementación y aplicación de la auditora forense, por lo tanto se mencionan diferentes conceptos relacionados con fraude y corrupción, tipos de fraude y factores que conllevan a cometer este delito. Igualmente el concepto de auditoria forense, sus enfoques, el proceso que requiere una planeación y ejecución mediante fases para la investigación y detección de los fraudes perpetrados. Igualmente se dan a conocer algunos casos de corrupción y el monto estimado que ha sido manipulado por terceros en beneficio propio y haciendo mal uso de los bienes y recursos del Estado Colombiano, y finalmente dando respuesta a la pregunta de investigación se habla de la importancia y rol y perfil del auditor forense para lograr la obtención de resultados significativos durante la investigación forense en las entidades del sector público.
The present work was done with the purpose of knowing the importance of the forensic audit in the prevention and detection of frauds due to corruption in the public sector, therefore we start with the origin, evolution and auditing standards that regulated the execution of this work and also the accounting profession that is related to the field of action. It also discusses the different approaches to intervention and scope of the audit activity being this independent, objective, assurance and consultation which can be applied to the public and private sector and according to the area you want to intervene there are different types of audit that help improve the development of processes and their performance in terms of achieving the objectives of the organization. The central theme of this work is the implementation and application of forensic audit, therefore different concepts related to fraud and corruption, types of fraud and factors that lead to committing this crime are mentioned. Also the concept of forensic audit, its approaches, the process that requires planning and execution through phases for the investigation and detection of frauds perpetrated. Likewise, some cases of corruption and the estimated amount that has been manipulated by third parties for their own benefit and misusing the assets and resources of the Colombian State are presented. Finally, in response to the question of investigation, the importance and role and profile of the forensic auditor is discussed in order to obtain significant results during the forensic investigation in public sector entities.
