Abstract
Los procesos de interventoría dentro de los seguimientos relacionados a proyectos
estatales para la construcción de obras públicas resultan un aspecto fundamental para
asegurarse que se ha cumplido a cabalidad con las obligaciones que tienen las
organizaciones contratadas, con el Estado; por tal motivo, para asegurarse que llevan a cabo
sus funciones de la mejor manera posible, estos implementan Sistemas de Gestión de
Calidad (SGC) para asegurarse que se están cumpliendo adecuadamente con aspectos
referentes a parámetros financieros, administrativos y estructurales, que vayan acordes con
los estándares señalados por la normatividad basada en los métodos que normalmente
establecen el seguimiento de buenos hábitos dentro de las construcciones. Por ese sentido,
se buscó a través del presente texto exponer las características, alcances y limitaciones que
tienen estos sistemas alrededor de la interventoría de obras públicas, para determinar si
realmente se está generando un control de calidad acorde con el desarrollo de proyectos,
además de estimar algunas observaciones que se han generado a través de la academia
sobre este tipo de implementaciones. Frente a lo que se pudo determinar, se observa que
existen aun múltiples dificultades que no permiten adecuar de manera integral este tipo de
mecanismos en la gestión de las obras, debido a factores vinculados a la baja delimitación
de la interventoría, la implementación de SGC que no se aplican por completo en los
procesos de vigilancia, así como de observarse una extralimitación de responsabilidades
que se están adjuntando dentro de las firmas interventoras, lo cual no permite una
observación adecuada de los procedimientos ejecutados en la construcción.
The auditing processes within the follow-ups related to state projects for the construction of public works are a fundamental aspect to ensure that the obligations that the contracted organizations have with the State have been fully complied with; For this reason, to ensure that they carry out their functions in the best possible way, they implement Quality Management Systems (QMS) to ensure that they are adequately complying with aspects related to financial, administrative and structural parameters, which are in accordance with the standards indicated by the regulations based on the methods that normally establish the monitoring of good habits within the constructions. In this sense, it was sought through this text to expose the characteristics, scope and limitations that these systems have around the supervision of public works, to determine if a quality control is really being generated in accordance with the development of projects, in addition to estimate some observations that have been generated through the academy on this type of implementation. Faced with what could be determined, it is observed that there are still multiple difficulties that do not allow to adapt in an integral way this type of mechanisms in the management of works, due to factors related to the low delimitation of the audit, the implementation of QMS that they are not fully applied in the surveillance processes, as well as an excess of responsibilities that are being attached within the intervening firms, which does not allow an adequate observation of the procedures carried out in the construction.
