Resumen
El ordenamiento territorial se establece como el máximo órgano de planificación y proyección con el que cuenta cualquier sociedad de hoy día, esta herramienta es la encargada de generar un riguroso análisis multidisciplinario que en función de las limitaciones, y dificultades que se identifiquen en un territorio, impartirá un conjunto de directrices, determinantes, estrategias, planes, programas y proyectos enfocados al desarrollo económico, social, urbanístico, industrial, rural, y cultural a mediano y largo plazo ocupando y usando el suelo de tal manera que este desarrollo siempre mantenga un enfoque sostenible. Teniendo en cuenta la gran importancia que tiene el ordenamiento territorial en la proyección a futuro del desarrollo de una población, se encontró que en Colombia aproximadamente el 88% de los municipios no cuentan con una estructura de ordenamiento territorial actualizada. De ese porcentaje, tres municipios de Nariño (El Charco, Santa Barbara-Iscuande y Mosquera) no tienen formalmente ningún Esquema de Ordenamiento Territorial o algún mecanismo de ordenamiento que haga las veces de este, por lo cual no solo se enfrentan al problema de la falta de planificación y proyección de desarrollo a futuro, si no que tampoco cuentan con planes de mitigación de riesgos y amenazas que estos mecanismos proveen también. Es por esto que se decidió dar un primer paso en este proceso y analizar e identificar las limitaciones, dificultades, y problemáticas que presentan estas zonas a través del estudio de las condiciones naturales intrínsecas de dichos tres municipios. Esto se realizó operando el software de sistemas de información geográfica ArcGIS, por medio de análisis geoespaciales de topografía e hidrología, de simulaciones de las mayores vulnerabilidades de riesgos y de modelaciones de oferta, demanda y conflictos socioambientales, en base a los servicios ecosistémicos y al uso, capacidad y cobertura que tiene suelo. Se encontró que efectivamente existen muchos puntos críticos en cuanto a condiciones topográficas e hidrológicas que son actuales detonantes de riesgos y amenazas, pero que al ser identificados específicamente en cada lugar de las cabecera municipales, así como a sus alrededores, estos podrán ser evaluados de una manera más sencilla buscando directamente la resolución a dichos puntos críticos que requieren atención, de igual manera ya que se estudió a fondo la zona y se entendió el funcionamiento de la misma, se dedujeron recomendaciones que podrían solventar dichas problemáticas. También se modelaron los sistemas de oferta, demanda y conflictos, identificando las áreas y zonas que son críticas, así como las que son potenciales, discutiendo que programas y proyectos serian convenientes realizar en cada área dependiendo de su condición actual y del enfoque al desarrollo sostenible ambientalmente.

That is why it was decided to take a first step in this process and analyze and identify the limitations, difficulties, and problems that these areas present through the study of the intrinsic natural conditions of these three municipalities. This was done by operating the ArcGIS geographic information systems software, through geospatial analysis of topography and hydrology, simulations of the greatest risk vulnerabilities and modeling of supply, demand and socio-environmental conflicts, based on ecosystem services and use, capacity and coverage of land.
