Abstract
El departamento de la Guajira es uno de los departamentos de Colombia que más déficit presentan en los servicios de agua potable y alcantarillado, este departamento cuenta con una de las coberturas de acueducto más bajas de Colombia, Según el CONPES 3989 del año 2020, tan solo cuatro de los 15 municipios (Maicao, Fonseca, Distracción y San Juan del Cesar) tiene agua apta para el consumo, los restantes que son equivalentes aproximadamente a un 80% de la población se les suministra agua con algún nivel de riesgo; y el 76% de las aguas residuales son vertidas sin ningún tipo de tratamiento.
Debido a esto, el gobierno nacional junto con el Ministerio de Vivienda, Ciudad y Territorio decidieron formular e implementar un programa al cual denominaron “Guajira Azul” para aumentar la cobertura de agua potable y saneamiento básico en todos los municipios del departamento. Este programa fue lanzado en el año 2018 y su meta hasta el 2022 es llevar la cobertura de agua potable de un 4% a un 70% en las zonas rurales y de 9 horas a 16 horas de servicio continuo en la zona urbana del departamento. Adicionalmente, se propone ampliar y garantizar el servicio de tratamiento de aguas residuales (Guajira Azul | Minvivienda, 2020).
The department of La Guajira is one of the departments of Colombia with the greatest deficit in drinking water and sewerage services, this department has one of the lowest aqueduct coverage in Colombia, according to CONPES 3989 of 2020, only four of the 15 municipalities (Maicao, Fonseca, Distracción and San Juan del Cesar) have drinking water, the remaining ones, which are equivalent to approximately 80% of the population, are supplied with water with some level of risk; and 76% of the waste water is discharged without any treatment. Due to this, the national government together with the Ministerio de Vivienda, Ciudad y Territorio decided to formulate and implement a program which they called "Guajira Azul" to increase the coverage of drinking water and basic sanitation in all the municipalities of the department. This program was launched in 2018 and its goal until 2022 is to bring drinking water coverage from 4% to 70% in rural areas and from 9 hours to 16 hours of continuous service in the urban area of the department. Additionally, it is proposed to expand and guarantee the wastewater treatment service (Guajira Azul | Minvivienda, 2020).
