Abstract
Durante los últimos años la normatividad colombiana en materia de Seguridad y Salud en el Trabajo (SST) ha venido en constante cambio con el propósito de velar y salvaguardar la seguridad y salud de todos los trabajadores Colombianos; con la aparición de la ley 1562 del 2012 cambian los “Programas de Salud Ocupacional” a un Sistemas de Gestión de Seguridad y Salud en el Trabajo (SG SST), el cual es un proceso lógicos y por etapas basados en la mejora continua que incluye la política, la organización, la planificación, la aplicación, la evaluación, la auditoría y las acciones de mejora con el objetivo de anticipar, reconocer, evaluar y controlar los riesgos que puedan afectar la seguridad y la salud en los entornos laborales. El gobierno colombiano en su carrera de dar cobertura e implementación oportuna del SG SST elaboran la Resolución 0312 2019 “Por la cual se definen los estándares mínimos del sistema de gestión y se dictan otras disposiciones”. En el desarrollo y verificación a la implementación del SG SST se ha evidenciado que en gran parte las pequeñas empresas son las que más incumplen con este requisito normativo y se pretende analizar los problemas frecuentes para la implementación de los estándares mínimos del Sistema de gestión de Seguridad y Salud en el Trabajo en microempresas con riesgo I, II y III, para esto se implementaron unas metodologías con el objetivo de recaudar información de la población donde se presenta esta problemática.
During the last few years, Colombian regulations on Occupational Safety and Health (OSH) have been constantly changing with the purpose of ensuring and safeguarding the safety and health of all Colombian workers; With the appearance of Law 1562 of 2012, the "Occupational Health Programs" change to a Safety and Health at Work Management System (SG SST), which is a logical and staged process based on continuous improvement that includes the policy, organization, planning, application, evaluation, audit and improvement actions with the aim of anticipating, recognizing, evaluating and controlling the risks that may affect safety and health in work environments. The Colombian government in its race to provide coverage and timely implementation of the SG SST elaborate Resolution 0312 2019 "By which the minimum standards of the management system are defined and other provisions are dictated". In the development and verification of the implementation of the SG SST, it has been shown that in large part small companies are the ones that most fail to comply with this regulatory requirement and it is intended to analyze the frequent problems for the implementation of the minimum standards of the Security Management System. and Health at Work in micro-enterprises with risk I, II and III, for this some methodologies were implemented with the aim of collecting information from the population where this problem occurs.
